- NAVAIR intends award sole source contracts to Lockheed Martin Corporation (LM) to: 1) Perform the Non-Recurring Engineering (NRE) to integrate the AN/ALQ-24AV(25) Department of the Navy (DoN) Large Aircraft Infrared Countermeasures (LAIRCM) system with Uninterruptable Power Supplies (UPS) on the United States Marine Corps (USMC) KC-130J. Integration will include updating the Mission Computer (MC) Operation Flight Program (OFP) to provide LAIRCM system control through the Communications Navigation Identification-Management Unit (CNI-MU) pages and visual displays through the Heads-Up-Display (HUD) and Color Multipurpose Display Unit (CMDU). Integration must be applicable to aircraft whether or not they have been modified to accept the Harvest HAWK system. 2) Perform prototype Trial Kit Installation to support operational tests of its proposed integration solution for DoN LAIRCM. 3) Provide the installation kits for up to18 aircraft, including all required hardware, software and instructions. As the sole source designer, developer, and manufacturer of KC-130J aircraft and the Harvest HAWK system, only LM has the technical data required to integrate the AN/ALQ-24AV(25) DoN LAIRCM system on the KC-130J. The proposed contract actions are for supplies or services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement, which shall be considered by the agency. This notice of intent is not a request for competitive proposals. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
