Sources Sought Notice ***THIS IS A SOURCES SOUGHT/REQUEST FOR INFORMATION ONLY. NO PRICING IS REQUIRED. THE VA IS ONLY SEEKING SOURCES AND INFORMATION. CONTRACTORS ARE WELCOME TO PROVIDE CAPABILITY STATEMENTS AND COMMENTS AND QUESTIONS CONCERNING FUTURE SOLICIATIONS.*** Title of Project: Storage for Biospecimen Samples Performance Period: FY 12 - Date of award through - 9/30/2012 Plus one (1) 12-month option year. Type of Contract: ID/IQ Place of Performance: Samples are to originate from and will ultimately be returned to; VA Boston Healthcare System, 150 S. Huntington Avenue, Jamaica Plain, MA 02130. The place of performance will be at the contractor's facility where the samples will be stored and will be determined once an award is made. Requirements: The contractor shall provide off-site storage on a per unit basis as requested by the VA. VA personnel will contact the contractor personnel pursuant to the method agreed upon to coordinate delivery, receipt, retrieval, removal, or movement of biospecimens. The contactor shall coordinate and execute receipt, organization, and storage of biospecimens upon delivery. The off-site storage conditions must meet the following requirements: "Safe, secure, environmentally controlled storage suitable for biotech, bio-banking, pharmaceutical, and/or medical device industries, most specifically the bio-banking industry "Ability to store human biospecimen samples at "Ultra-low" -80 °C temperature "24-7 sample and freezer/tank monitoring and surveillance by multiple levels of alarms/alerts "Backup and/or redundant power supply "Full disaster recovery plan "Secure environment with layers of sample protection, for example: ?ID card ?Keypad ?Individual locks and chambers ?If possible, monitored video surveillance at all entrances "Location of the facility to be within 50 miles and/or approximately 1 hour driving distance from 150 South Huntington Ave Boston, MA 02130 "Same or next-day retrieval and shipping of biospecimens "Sample retrieval and shipment occurring only at the request of an authorized client representative "Ability to accept and store: o5 ¼" x 5 ¼" x 2" 100 position plastic sample boxes o5 ¼" x 5 ¼" x 2" 81 position cardboard boxes o5 ¼" x 5 ¼" x 3" 36 position cardboard boxes oStandard upright freezer racks "Space for at least four (4) full 25 cubic ft upright -80 °C mechanical freezers or equivalent combined space with the ability to expand to up to eight (8) full 25 cubic ft upright -80 °C mechanical freezers or equivalent combined space "Well established and adherence to Standard Operating Procedures (SOP's) for biorepository practices "Follow International Society for Biological and Environmental Repository (ISBER) guidelines "International Air Transportation Association (IATA) compliant shipping of biospecimens Minimum Order/Maximum Order: The minimum order is room for one (1) 25 cubic ft -80 °C upright mechanical freezer or equivalent space to be stored at the off-site facility and shall be due upon award. The maximum order if options are exercised could be room for (8) 25 cubit ft -80 C upright mechanical freezer or equivalent space. VA Access to stored samples: The contractor shall allow authorized VA service personnel access to retrieve or remove any VA service related samples at any time. The VA and service will maintain the right to retrieve samples - individually by tube, box, rack, freezer, etc. - as needed or as requested. The VA and service will maintain the right to retrieve or remove any or all samples at any point in time. Transportation/Delivery: The contractor shall provide transportation of samples to and from the MAVERIC Core Lab and the contractor's storage facility on an as needed basis. "Transportation services will be necessary to move the 25 cubic ft freezers or equivalent space from the MAVERIC Core Lab to the contractor's based on the project time line and sample recruitment numbers the transportation timeline may have the potential to look something like: i.2 freezers or equivalent space from VA to contractor facility after award ii.2 freezers or equivalent space from VA to contractor facility between award and end of FY12 iii.2 freezers or equivalent space from VA to contractor facility in the first quarter of FY13 iv.2 freezers or equivalent space from VA to contractor facility in the second quarter of FY13 v.Removal/retrieval of all freezers or equivalent space from contractor facility to VA before end of FY13 vi.Estimate of 5 transportation events to and from the VA and the contractor's facility with the total amount stored at the contractor's facility being returned before the end of the option year. "Transportation of samples can be carried out by: i.Whole freezers; freezer(s) moved into the vehicle, plugged in electrically, and continue to run while the vehicle is in transit. Freezers are then returned to the VA. ii.By box, rack, container, etc; samples are placed into temperature controlled environments that maintain a temperature as close to -80 °C as possible during transit. iii.Other means that allow for the VA to retain freezers and/or freezer space and to maintain sample temperatures as close to -80 °C as possible during transit. Delivery and Retrieval Requests: Requests to deliver samples to the facility shall be placed during regular business hours; Monday - Saturday, 8am - 4:30pm. Routine delivery requests shall be allowed within one (1) to three (3) days from the time of formal notification by the requesting service. If a request is placed during regular business hours and space is not available - or other problems are present - the contractor will be given a reasonably allowable time frame to execute a contingency plan which shall not exceed seven (7) days. Emergency Deliveries or Pick-ups: Depending upon the availability of space and personnel, the contractor shall accept deliveries within 24 hours after requests are placed between the hours of 8:00 am and 4:30 p.m. Monday - Saturday. For an emergency order the service can arrange for same day delivery or receipt in person at the contractors facility, overnight shipment, and/or shipment by courier at the expense of the service.
