- The Naval Research Laboratory (NRL) has a requirment for Research and Development Engineering services in the areas of advanced pulsed power development, plasma radiation sources, intense electron and ion-beam applications and electromagnetic launchers. Research work will involve both expiremental and theoretical efforts, which will require on-site expiremental and theoretical expertise in pulsed power engineering, x-ray radiation physics, and plasma physics. Experiments will be performed on existing pulsed power drivers within the Pulsed Power Physics Branch including Mercury, NEMESys, Hawk, Gamble II, and several smaller systems and test-stands located at NRL, as well as any new pulsed-power drivers built during the performance period of this contract. In addition, the work may involve coordinating experiments at other facilities around the world. The nature of this applied research requires the rapid design, fabrication, and fielding of experimental equipment, rapid prototyping of diagnostic hardware, and development of computer software for analyzing the experimental results. Theoretical work will include analytical and numerical techniques for researching the various problem areas and will be closely tied to the experimental programs. A detailed statement of work and the minimum personnel qualifications will be issued with the solicitation. The expected period of performance is for five (5) years, which will consist largely of on-site support at the Naval Research Laboratory, Washington, DC. The contractor shall provide, on a level-of-effort basis, eleven thousand eight hundred forty (11,840) hours scientific, technical, and engineering support for the base year; thirteen thousand six hundred eighty (13,680) hours for Year Two; fourteen thousand seven hundred twenty (14,720) hours for Year Three; sixteen thousand five hundred sixty (16,560) hours for Year Four; and eighteen thousand four hundred (18,400) hours for Year Five. All personnel must be eligible for a Secret level security clearance. The Government anticipates an award of an Indefinite Delivery Indefinite Quantity type contract. The current contract, N00173-06-C-2023, was awarded to L-3 Communications, Titan Corporation on 23 May 2006. It is anticipated that only one award will result from this procurement. NRL uses Electronic Commerce (EC) to issue Requests for Prorposals (RFPs) and amendments to the RFPs. Paper copies of the RFP will not be provided.
