- This synopsis is being posted to both the Federal Business Opportunities (FBO) page located at http://www.fbo.gov/ and the Navy Electronic Commerce on Line (NECO) site located at https://www.neco.navy.mil/ While it is understood that FBO is the single point of entry for posting of synopsis and solicitations to the internet, NECO is the alternative in case FBO is unavailable. Please feel free to use either site to access information posted by NSWC Crane. The Naval Surface Warfare Center Crane Division has a requirement for Mini-Tactical Common Data Link (TCDL) and Compact Multi-Band Data Link (CMDL) spares, repairs, modifications, engineering services, training and logistics support in support of the KC-130J and EP-3E aircraft. This effort is inclusive of all unique Mini-TCDL and CMDL wiring, cabling, software, hardware and future derivative equipment resulting from product enhancements, obsolescence remedies, or any other changes. It is anticipated this action will result in a five year Basic Ordering Agreement (BOA) with firm fixed price (FFP) and cost plus fixed fee (CPFF) line items. Delivery requirements will vary based upon each order placed under the BOA. The estimated ceiling amount for all items is $4,000,000. FAR Part 12 procedures will not be utilized for this procurement. This effort will be sole sourced to L-3 Communications.640 North 2200 W, Salt Lake City, UT 84116-2925 in accordance with the authority 10 U.S.C. 2304(C)(1) and implemented by FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess rights to the technical data required to manufacture or repair the required units. The anticipated delivery terms for this acquisition will be FOB Destination. Inspection and Acceptance is anticipated to be at Source. No solicitation will be made available at Fed Biz Opps or at NECO and no hard copies of the solicitation will be mailed. Responsible sources may submit a capability statement, proposal, or quotation which will be considered by the agency. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
