- FAR 8.405-6 (a) (1) (i) (B) The Internal Revenue Service (IRS) on behalf of The Department of The Treasury has awarded a Sole Source award to "Executive Information Systems" for the purchase of SAS software maintenance for the migration of systems from the Alpha ES-80 to the HP Intel Itanium BladeSystem. The period of performance shall be from date of award through September 30, 2012. The statutory authority permitting other than full and open competition is Section 303(c) of the Federal Property and Administrative Services Act of 1949, as amended by the Competition in Contracting Act [41 U.S.C. 253(c) (1)], implemented under FAR 6.302-1(a), which authorizes other than full and open competition when there is only one responsible source and no other supplies or services will satisfy agency requirements. The IRS on behalf of The Department of The Treasury has a continuing need for SAS software since it is the only software that is fully compatible to running on the HP Intel Itanium BladeSystem and running other SAS products. Specific features, requirements and compatibility with the existing applications, data models and reporting capabilities are requirements for the Departmental Offices. No other software other than SAS will fully operate within Alpha ES-80 or the HP Intel Itanium BladeSystem. Executive Information Systems Inc. is a GSA Schedule holder and is the only schedule holder for the SAS product and is the only SAS authorized reseller of the SAS product. This is not a solicitation for proposals or an invitation for bids. The Government does not anticipate receiving responses to this notice of a non-competitive action.
