NAICS CODE- 238210 Contracting Office Information: Department Of Veterans Affairs Network Contracting Office 3 130 W. Kingsbridge Road Rm. 9b16 Bronx NY 10468 Synopsis: Please note that this is NOT a request for quotes or proposals, the Government is seeking information for market research purposes only. The Department of Veterans Affairs, New York Harbor Healthcare System, St.Albans Campus is currently conducting a market survey for qualified firms capable of Switch Gear Maintenance for an electrical sub-station Vendor will be responsible for: 1) Guaranteed 4 hour response (24 hours/day, 7 days / week) 2) Emergency service labor and travel coverage 3) Parts coverage 4) Contractor shall provide all labor, equipment and material to perform preventive maintenance on 6KVA switch gear. The North American Industry Classification Systems (NAICS) is 238210. Responses to this notice must be submitting in writing (email or fax) and must be received not later than March 15, 2012. No telephone inquiries will be accepted. The purpose of this notice is to gain knowledge of potential qualified sources for this procurement relative to NAICS 238210. Qualified offerors shall be experienced in addition to certified technicians capable of performing electrical substation maintenance. Responses to this notice will be used by the Government to make appropriate acquisition decisions. Responses to this notice should include company/individual name, a service capability statement, examples of similar facilities which you have provided services to (a capabilities statement), DUNS number, address, point of contact. If your firm is a Service-Disabled Veteran Owned or Veteran Owned Small Business, you must be CERTIFIED in VetBiz (see internet site: http://vip.vetbiz.gov). Contractor must be registered in Central Contractor Registry (CCR) (see internet site: http://www.ccr.gov). Responses to this notice must be submitted in writing (email or fax) and received not later than March 15, 2012 at 10:00AM. A solicitation is not currently available. If a solicitation is issued, it will be announced on Federal Business opportunities website http://www.fbo.gov at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. Email: nefertiti.mcdonald@va.gov or Fax: 718-741-4722. STATEMENT OF WORK A. GENERAL INFORMATION 1. Title of Project: Switch Gear Maintenance at St. Albans Substation 2. Scope of Work: The contractor shall provide all resources necessary to accomplish the deliverables described in this statement of work (SOW), except as may otherwise be specified. Contractor must provide labor, equipment and material to perform preventive maintenance at High Voltage Substation at St. Albans Campus. 3. Background: Subject maintenance is necessary to insure safe operation of main incoming power grid supplied by Consolidated Edison_ The referenced maintenance protects station electrical operations for ALL buildings on campus. 4. Performance Period: The contractor shall complete the work required under this SOW in 365 calendar days or less from date of award, unless otherwise directed by the Contracting Officer (CO). If the contractor proposes an earlier completion date, and the Government accepts the contractor's proposal, the contractor's proposed completion date shall prevail. [Time and materials] The work shall begin within 10 calendar days of award, unless otherwise specified. [Both] Work at the Government site shall not take place on Federal holidays or weekends unless directed by the CO. 5. Type of Contract: [Firm-Fixed-Price] STATEMENT OF WORK CONTINUED Contractor shall provide all labor, equipment and material to perform preventive maintenance on 6KVA switch gear in the high voltage substation including the grounding breaker and all associated circuitry. Preventive maintenance must be performed in accordance with a mutually agreed upon scheduled start date. All work shall be performed in accordance with O.E.M.documents supplied by the contractor. Upon completion of preventive maintenance, contractor must submit a detailed report of equipments operating condition relative to 0.E.M_ parameters. All deficiencies are to be highlighted with recommendations for corrective action and all associated costs. After a review of the report's contents, a meeting to discuss any recommendations will be scheduled and a plan of action developed to address such recommendations- All costs associated with the repairs outlined shall be addressed under separate purchase order.
