- Request for Quote/Solicitation is attached. The instruction to offerors is incorporated into the RFQ. 1. The Defense Contract Management Agency (DCMA) is issuing this competitive RFQ to solicit vendors for the purpose of entering into a purchase order for Virtual Directory Software. DCMA requires a software solution that integrates Active Directory based CAC-enabled login with MS SharePoint and Oracle Management Suite. Additional Key specifications include: •a) Software enables applications to connect to the software exactly as they do any normal Lightweight Directory Access Protocol (LDAP) directory, using the standard LDAP protocol. •b) Software enables federation with standard Security Assertion Markup Language (SAML) or Active Directory Federation Services (ADFS) both internally as well with external users. •c) Software is certified by Microsoft to work with Windows Server 2003 and Server 2008 R2. •d) The software must provide a Single Sign-On (SSO) solution between SharePoint and eTools. The software must provide federation or translation of Common Access Card (CAC)/Oracle Access Manager (OAM)/ Oracle Virtual Directory (OVD) headers. •e) The software must be able to integrate with Active Directory Federation Services (ADFS) to federate with other government agencies. The software must be able authenticating users across multiple directories, and extending the security and claims options for ADFS. •f) The software must provide automated compliance for identity management for SharePoint. This will be accomplished through single point of management workflows, reports, and dynamic claims-enablement across directories. •g) The software must include security token service (STS) for enhanced and federated authentication regardless of LDAP type. •h) The software must provide a full federation deployment to present a single provider login for multiple backend data stores. •i) The software must be able to manage automated provisioning of LDAP, Virtual, and SharePoint groups from an administrative console. •j) The software must be able to function as a virtual layer between applications and other identity management platforms including Forefront Unified Access Gateway (UAG). The solution must include Software, Software Maintenance, Software Support and Technical Support during implementation. Software maintenance must include the latest software patches and product releases. Software support must be Premier Support providing 24 hour a day, 7 day a week support. The technical support shall include providing a training class for Administrators and professional service assistance with implementing the software during DCMA's SharePoint 2010 deployment. Professional Service: 60 hours of professional services will be provided. Vendor will perform product training as well as to assist in the design, installation and configuration of the software solution in DCMA's environment(s). Vendor will provide the training on site at DCMA's facilities. Provide a 2-3 day Administrator training class to a maximum of 10 people. Remaining hours will be performed as a mix of on-site and off-site assistance as requested by DCMA to include: Assistance in the design, deployment and configuration of solution for the SharePoint 2010 deployment. Creation of a reference architecture design for the deployment with recommended best practices for DCMA. This includes configuration and design details such as: failover, load balancing, topology, etc. Quotes should provide a equal/like or better solution. 2. Questions concerning this requirement must be submitted via e-mail to Sue Gerardo at sue.gerardo@dcma.mil no later than COB 12 March 2012 (EST ). Questions will not be accepted after this cutoff date/time. Telephone inquiries will not be accepted. Questions concerning this RFQ received prior to the above cutoff date/time will be answered via an amendment to the RFQ and will be posted on or about 12 March 2012. 3. RFQ Closing Date. Proposals submitted in r esponse to this RFQ shall be via email on or before 12:00 PM Eastern Time, 23 March 2012. No late proposals will be considered. Email address: sue.gerardo@dcma.mil. 4. Schedule of Supplies and Services. a. The Contractor shall furnish licenses, training, and maintenance necessary to perform services outlined in the above Contract Line Item Numbers (CLINs). b. All CLINs that are preceded with the word "OPTION" are optional. The offeror must submit pricing for all CLINs. The contractor shall not proceed with any effort associated with the performance of these CLINs unless and until the options are exercised by the Contracting Officer.
