SOURCES SOUGHT ONLY: This is a Sources Sought request for information to be used for market research purposes, only. The Government is conducting market research to assist in determining the appropriate acquisition strategy and potential set-asides. The Government is seeking responses from all businesses capable of performing the required services. THIS IS NOT A REQUEST FOR QUOTE or PROPOSAL. Responses to this announcement are not considered quotes or offers and cannot be accepted by the Government to form a binding contract. Responses will not be used for evaluation in any resultant solicitation for this requirement. The government shall not be held responsible for any costs incurred in response to this sources sought announcement. Participation is strictly voluntary. This notice will close 12 March 2012 at 0900 AM EST. The Mission and Installation Contracting Command at the United States Military Academy, West Point, NY, has an anticipated requirement upgrade an existing laboratory environment containing several MotionMonitor systems used to collect a variety of physiometrics. The requirement is to enhance existing equipment to support increased capacity and capability. The anticipated requirements include a processing station capable of data collection using The MotionMonitor version 8 with MotionMonitor and ToolBox software package supporting cognitive task collection, mouse tracking, keyboard rate and accuracy capture, pressure (keystroke) capture, eye tracking, and posture tracking. Optionally, the system can support EEG collection. The system will consist of 10 discrete systems, each fitting on a table area (3 feet x 3 feet). The system must come complete and installed on site. System Requirements: Base Unit - Convertible Desktop Chassis, Quad Core Intel Xeon W3530 2.80GHz, 8M L3, 4.8GT/s Processor, 1066MHz, DDR3 ECC SDRAM Memory - 4x1GB, 320GB SATA 3.0Gb/s, nVidia NVS 295 Dual Monitor DVI, Dual Lan, 16xDVD R/W, 1394IEEE card and Window 7; Monitor; Webcam Microsoft 1080p HD Widescreen auto focus ; Shock Mount Enclosure; Maintenance and Subscription 1st yr; and onsite installation and training. In addition, the contractor shall provide as part of the system a Power Strip - Rack mount Power Assembly North American; Sensor - Ascension trakSTAR Electronic; Cable - 3' Black USB 2.0 A Male/ B Female; Cable - BNC to BNC - 3' length, Male to Male, BNC cable, 3' length, Male to Male, RG 58C/U; Cable - Y Adaptor, RCA Plug to 2 RCA Jacks, Black to Red and White Part#172-4010; Cable - BNC plug to Phono Plug; BNC T-Connector; Transmitter - 3D Guidance Wide-Area Transmitter for trakSTAR Models using 8mm Sensors; Sensor - Ascension trakSTAR Model 180 Sensor *Ruggedized* Sftw Plug-in for real-time stream from Ascension Magnetic Trackers including Flock of Birds, MotionStar, & PCI Minibirds; Vicon-Optical Camera System including 8 Bonita-10 Cameras, Nexus 1.x Software, 24-port POE, and Biomechanics Accessory Kit; Sftw Plug-in for real-time stream from VICON cameras; Tripod - 5.8 foot Black Aluminum Tripod with Quick-Flip Leg Locks - 3/8" screw attachment; Tripod Head Mount - Manfrotto - Mini Ball Head; A/D - A/D USB BNC 16 Channels, 16 bit, 2 -16 bit analog out, 24 - 16 bit digital I/O on 37 pin Dsub; Event Marker - Hand Held Switch Assembly; Force Sensing Resistor - set of 8 with 4 different sizes; Force Sensing Resistor - Amp Assembly - 4 sensors - Used with the Force Sensing Resistor to provide calibrated measurements based on force applied to the FSR (needs to be upgraded to 5 channels); and shipping. Respondents shall provide a full description of their capability to meet the anticipated requirement. Feedback on this requirement is encouraged. The anticipated NAICS is 334510 with a Small Business Size Standard of 500 employees. Interested respondents should submit a brief capabilities statement package (no more than 5 pages in length, single spaced, 12 point font minimum) clearly demonstrating the firm's ability to provide this requirement and not void the existing warranty. A generic capability statement is not acceptable. Please review the requirements listed below. At a minimum, the package shall address the following: 1. Title of the requirement, Company Name, Address, and POC. 2. Company profile to include number of employees, annual revenue history, office location(s), DUNS number/CAGE Code, NAICS, and a statement regarding current small business status to include small business type(s)/certification(s) such as: SDB, 8a, HubZone, SDVOB, etc. 3. Product literature for the technical solution. 4. Experience proving same or similar systems. 4. State the lead time (days) necessary for your firm to make final delivery after award.
