Description
Questions received after the Site Visit on February 29th, 2012, with answers. ITEM Numbers: 1004,2004,3004,4004,5004 PROVIDE ALL MATERIALS AND PARTS NECESSARY TO PERFORM ANY TYPE SERVICE ON ESTIMATED 300 OVERHEAD CRANES. QUESTION #1) Is this a total cost of any parts and complete mechanical or electrical componets that may need replaced (excluding complete hoists, trolleys or bridges) either from break downs or problems found during inspections for 1 year periods, and does it include labor. Answer 1) No; this is a total cost for parts to support emergency repairs for overhead cranes during each 1 year period. ITEM NO 1003: 40 HOURS OF EMERGENCY SERVICE FOR OVERHEAD CRANES, PROVIDE ALL LABOR AND PARTS. QUESTION #2) Is it considered an emergency call if we are already on site. And wouldn't you need a labor schedule for any emergency service calls beyond 40 hours. NOTES 14. DOL WAGE DETERMINATION Answer 2) No; emergency repairs are when the Government has to call for unscheduled support. No; this is not indicating an anticipated emergency service call beyond 40 hours. It is a total anticipated number of hours to support emergency service calls over a 1 year period. QUESTION #3) Does it fall under Service Contract Act or David Bacon Act, and what job classification should all bidders be using for wage determination. Answer 3) Neither; a wage determination should not be necessary since the Government will not be employing any personnel, but paying for a service.
