Description
Washington Headquarters Service intends to solicit on a sole source basis under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c) (1), as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements to contract to Thurgood Marshall College Fund, 901 F. Street, NW, Suite 300, Washington, DC 20004. The Department of Defense (DoD) is energetically pursuing diversity through a magnitude of avenues to address barriers and issues impacting the full participation. The Office of Diversity Management and Equal Opportunity, (ODMEO) requests the support of Thurgood Marshall College Fund to contribute to increasing diversity in the Department of Defense (DoD) workplace through outreach and programs. Thurgood Marshall College Fund will provide the following deliverable(s): • Speaking opportunities at TMCF-sponsored recruiting events • Access to TMCF scholars and students during TMCF recruiting events, including opportunities to speak at workshops, panel sessions and plenary and other events that provide a high volume of attendees • Access to TMCF's Talent Acquisition Program, which recruits 600 of the top performing students from a pool of more than 235,000 at 47 public HBCUs each year. • Logo placement in all TMCF marketing materials at recruiting events and conferences • Sole sponsorship of key student events at TMCF conferences and events • Career exhibit space at the Student and Graduate Career Fairs • Invitations to all TMCF-sponsored events, including those at the local and Congressional levels • Speaking, branding and marketing opportunities at TMCF events • Sampling opportunities for promotional materials • Support from TMCF as the liaison for its member institutions on DoD programs and opportunities for the institutions, including faculty and students. • Admittance of Senior DoD Officials and ODMEO to events held throughout the year, including five seats at the Scholarship Benefit. • Access to post the DoD logo (electronically and through flyer distribution) during the Career Development Workshops, Seminars, and other events. • Access to post the DoD seal on TMCF's partner and supporter's page. • Opportunity for DoD to provide a roundtable representative at TMCF conferences and meetings. • DoD scholarships, internships and fellowship programs and related opportunities posted on TMCF web site announcing internships and scholarship opportunities. This notice of intent is not a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely with in the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their capabilities by responding to this requirement, no later than 1100 AM EST, March 13, 2012. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing and must provide clear and concise documentation indicating an offerors bona fide capability to provide these items. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email if the total file size is less than 5MB.
