- THIS IS A NOTICE OF INTENT, NOT A REQUEST FOR A PROPOSAL. ASOLICITATION DOCUMENT WILL NOT BE ISSUED AND PROPOSALS WILL NOT BE REQUESTED. The Department of the Navy Space and Naval Warfare Systems Center (SPAWARSYSCEN), Atlantic, (SSC LANT) in Charleston, SC intends to acquire, on a sole source basis, Raytheon Tactical Beyond Line of Sight (TBLOS) system (part # H448871), spares kits, individual spares, warranties, training and engineering support services. This acquisition is for use with existing SOF Deployable Node (SDN) systems currently supported under the Special Operations Communications Systems IPT. This system provides high bandwidth connectivity between units that cannot be interconnected via Line of Sight systems due to terrain or distance, but without requiring the use of satellite communications resources. The NAICS Code is 334290 and the Size Standard in Number of Employees is 750. This acquisition is anticipated to be an Indefinite Delivery/Indefinite Quantity Firm-Fixed-Price type contract with a base year and four one-year option periods. The performance of the base year is one year from date of award that is expected to occur in 3rd Qtr FY13. The proposed sole source contractor, Raytheon Company, is the Original Equipment Manufacturer (OEM) for the TBLOS system which is a Raytheon-designed and manufactured proprietary communication system FAR 6.302-1. This acquisition is based on the determination that the Government's need can best be satisfied by supplies and services available from only one source. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Any questions concerning this sole source procurement must be received in our office not later than 23 March 2012 at 1500PM (EDT).
