Description
The National Aeronautics and Space Administration (NASA) Headquarters has releaseda solicitation, entitled Space Technology Research Opportunities for Early Career Faculty(STRO-ECF), on March 8, 2012. The solicitation is available by opening the NSPIREShomepage at http://nspires.nasaprs.com/ selecting 'Solicitations,' then selecting'Open Solicitations,' and, finally, selecting 'Space Technology Research OpportunitiesFor Early Career Faculty (STRO-ECF).' NASAs Office of the Chief Technologist (OCT) and the Space Technology Research GrantsProgram, in particular, seek proposals from accredited U.S. universities on behalf offaculty members beginning their independent careers. This solicitation is focused onsupporting outstanding faculty researchers early in their careers as they conduct spacetechnology research of high priority to NASAs Mission Directorates and OCT. NASA isseeking proposals that plan to pursue innovative, early-stage space technology researchin the topic areas specifically enumerated in the solicitation. Our Nations universities couple fundamental research with education, encouraging aculture of innovation based on the discovery of knowledge. Universities are, therefore,ideally positioned to both conduct fundamental space technology research and diffusenewly-found knowledge into society at large through graduate students and industrial,government and other partnerships. OCT investments in space technology research at U.S.academic institutions will promote the continued leadership of our universities as aninternational symbol of the country's scientific innovation, engineering creativity, andtechnological skill, and serve as a critical component supporting our Nation's scientificand mathematics literacy. Only accredited U.S. universities are eligible to submit proposals on behalf of theiroutstanding new faculty members who intend to develop academic careers related to spacetechnology. The proposed research project must be led by a single, eligible PrincipalInvestigator (PI). The PI must be a recent Ph.D. recipient, defined as having graduatedon or after January 1 of the year that is no more than seven years before the issuancedate of this STRO-ECF NRA (i.e., after January 1, 2005). The PI must be an untenuredAssistant Professor on the tenure track at the sponsoring U.S. university at the time ofaward. The PI must be a U.S. citizen or have lawful status of permanent residency (i.e.,holder of a U.S. Permanent Resident Card, also referred to as a Green Card). A PI maysubmit only one proposal in response to this solicitation. The PI may not be a currentor former recipient of a Presidential Early Career Awards for Scientists and Engineers(PECASE) award. The PI must be the primary researcher on the effort. Co-Investigatorsare not permitted. Collaborators are permitted. NASA encourages submission of STRO-ECF proposals on behalf of early career facultymembers at all institutions and especially encourages women, members of underrepresentedminority groups, and persons with disabilities to apply. The financial and programmatic support for STRO-ECF comes from the Space TechnologyProgram within the Office of the Chief Technologist. Awards are planned to start in fall2012. NASA plans to make approximately 10 awards as a result of this STRO-ECFsolicitation, subject to the receipt of meritorious proposals.The actual number ofawards will depend on the quality of the proposals received; NASA reserves the right tomake no awards under this solicitation. All proposals must be submitted electronically through NSPIRES or through Grants.gov(www.grants.gov) by an authorized organizational representative. Notices of Intent (notmandatory) are due by March 30, 2012. Proposals are due on or before May 3, 2012.Detailed submission instructions are provided in the solicitation. Potential proposersand their proposing organizations are urged to familiarize themselves with the submissionsystem(s), ensure they are registered in NSPIRES, and submit the required proposalmaterials well in advance of the deadline.Technical and programmatic comments and questions may be addressed by e-mail to the SpaceTechnology Research Grants Program Executive, Claudia Meyer, athq-stro-ecf-call@mail.nasa.gov.
