- THIS IS A SOURCES SOUGHT ANNOUNCEMENT, A MARKET SURVEY FOR WRITTEN INFORMATION ONLY. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT OR ANY FOLLOW-UP INFORMATION REQUESTS. NO TELEPHONE CALLS WILL BE ACCEPTED REQUESTING A BID PACKAGE OR SOLICITATION. THERE IS NO BID PACKAGE OR SOLICITATION. IN ORDER TO PROTECT THE PROCUREMENT INTEGRITY OF ANY FUTURE PROCUREMENT, IF ANY, THAT MAY ARISE FROM THIS ANNOUNCEMENT, INFORMATION REGARDING THE TECHNICAL POINT OF CONTACT WILL NOT BE GIVEN AND NO APPOINTMENTS FOR PRESENTATIONS WILL BE MADE. The Health and Human Services Department-Food and Drug Administration, Center for Biological Evaluation and Research (CBER), is seeking to find small business contractors that can provide a Transmission Electron Microscope. The TEM will be used for important regulatory-based research projects. The TEM will be used Transmission electron microscopy (TEM) is used to characterize viruses and purified proteins. The microscope must have improved resolution and the ability to allow cryo-electronmicroscopy analysis of prepared samples. The Government's objective is to obtain a transmission electron microscope that will have the highest possible resolution in order to analyze virus particles and purified proteins in cell substrates and samples under study. Please keep in mind the non-manufacturer rule applies to this sources sought notice. Meaning that a small business that simply offers to resell the equipment made by a large manufacturer does not qualify as a small business. The small business must be responsible for manufacturing at least 51% of the end item solution that is being proposed. If you are a small business concern under NAICS CODE 334516-Analytical Lab Instrument Manufacturing, with a small business size standard of 500 employees, and believe that your firm would be able to provide the FDA with a high resolution ultrasound as described, please submit an e-mail to aaron.glazier@fda.hhs.gov The vendor should include information about the company, as well as the product that meets or exceeds all of the aforementioned performance specifications. Responses to this sources sought announcement will assist the Government in determining whether or not any future requirement similar to this one should be set aside for small business or made available to full and open competition. The DEADLINE for receiving responses is 3:00 p.m. Central Time, 13 March 2012. Responses received after the deadline or without the required information shall be considered unacceptable and will not be considered. Since this is a sources sought announcement, no evaluation letters will be issued to the participants.
