Description
Limited Sources Justification The Department of Homeland Security (DHS), National Protection and Programs Directorate (NPPD), proposes to extend task order GS-23F-8182HH/HSHQDC-07-F-00028 for 6 months on a basis of restricting competition for Program Management, Analytical and Technical Support Services. Task order GS-23F-8182HH/HSHQDC-07-F-00028 was awarded to ICF Incorporated LLC (ICF) on March 1, 2007 with a 4 month base period, an 8 month option period and 4 option periods of 1 year each. The total award amount including options is $22,145,866.00. DHS has a requirement on a limited source basis to provide continued services while in the process of re-competing the task requirement at an estimated cost of $1,611,099.00. The 6 month extension is through August 28, 2012. This acquisition is being conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6, "Limiting sources." In accordance with FAR 8.405-6(a)(1)(i)(C), the circumstance restricting competition for this acquisition is that only one source is capable of providing the services required at the level of quality required because the services are unique or highly specialized. The modification to extend services is necessary to prevent a disruption in services. The time and expense associated with a new contractor would be cost prohibitive. No other company except ICF can provide services which are unique to ICF.
