Senior Police Advisor for Strategic Partnership Washington, DC Issuance Date: 03/08/2012 Closing Date: 03/23/2012 SOLICITATION NUMBER: PSC-12-029-INL SUBJECT A solicitation for a Personal Services Contractor (PSC), Department of State (DOS), Bureau for International Narcotics and Law Enforcement Affairs (INL) The United States Government (USG), represented by the DOS, seeks applications from US citizens interested in providing PSC services as described in this solicitation. HOW TO APPLY Offeror's proposals shall be in accordance with the requirements stated in this solicitation at the place and time specified. A proposal will be determined non-responsive and ineligible for consideration unless all required documents and information are included in the submission. POSITION TITLE: Senior Police Advisor for Strategic Partnership 6. MARKET VALUE: $105,211 - $155,500 (GS-14/15 Equivalent) 7. PERIOD OF PERFORMANCE: One year from date of award and four option years 7. PLACE OF PERFORMANCE: Washington, DC 8. JOB DESCRIPTION: See below A. BACKGROUND The Bureau of International Narcotics and Law Enforcement Affairs, Office of Criminal Justice Assistance and Partnership (INL/CAP) is responsible for the development, supervision, coordination, and implementation of international narcotics control assistance activities and international criminal justice issues for the US Department of State (DOS). INL/CAP provides policy guidance and assists to INL program offices in addressing the full range of global criminal justice issues, including police development programs. INL/CAP assists the bureau in developing strategic partnerships with US federal, state and local law enforcement agencies, to support our foreign assistance efforts. Criminal justice assistance is a core component of rule of law development, which is critical to assisting countries in fighting to destabilize crime and corruption and promote good governance. Currently, INL manages criminal justice policy and programs in numerous countries, employing thousands of people in the field to implement these programs. Several US federal, state, and local law enforcement agencies possess specific operational expertise, cultural knowledge, and language abilities that apply readily to INL foreign assistance programs, designed to strengthen the police and criminal justice sectors of partner nations. US federal, state, and local law enforcement agencies participating in INL police development programs will gain unique professional development opportunities for their officers and broaden the exposure and understanding of our foreign partners to best practices in US policing. Purpose The Senior Police Advisor for Strategic Partnership (SPA/SP) is responsible for developing and maintaining an outreach program of strategic partnerships with US federal, state, and local law enforcement agencies and individuals. Strategic partnership is intended to apply specific operational and cultural expertise to INL's law enforcement assistance programs and provide valuable international experience for participating US law enforcement agencies. The SPA/SP provides high-level recommendations to INL/CAP and the program offices, on integrating highly-qualified, senior US police into foreign assistance programs to build capacity in the police and criminal justice sectors of partner nations. The SPA/SP works with chiefs of police and governmental leadership at the US state and local levels. The SPA/SP is the central role in developing strategic partnerships with law enforcement agencies. The SPA/SP develops strategic level plans for how to best support foreign police development using such partnerships. Relationship The Senior Police Advisor reports to the INL/CAP Director, Washington. While in the field, the Deputy Chief of Mission will provide guidance. The SPA/SP will act as team leader frequently for assessment visits, technical assistance visits, and related specialized police functions. B. STATEMENT OF WORK 1) Provide advice on a wide-range of policies and technical law enforcement matters related to US participation in international policing and INL foreign assistance programs directed at capacity building in police and criminal justice sectors 2) Aid in developing concepts of operations, programming elements, and implementation strategies for US participation in capacity building efforts by using broad knowledge of and experience of US law enforcement in the areas of organizational development, leadership, police training and career development, operational planning, ethics and corruption, community policing, civil disturbance/public order management, internal affairs, crowd control, proper use of firearms, defensive tactics, tactical progression, gender based violence, training, of operations, programming elements, and implementation strategies for US participation in capacity building efforts 3) Develop and exercise a broad range of contacts at the command and Chief of Police levels within US federal, state, county, and municipal police agencies, as well as US police professional organizations: introduce US senior police commanders to INL's foreign assistance mandate for police capacity building and develop an in-depth understanding of the interests and specific capabilities of potential partners, including cultural expertise that might be applicable to INL's programs; conduct internal reviews prior to inviting the participation of any potential partners with INL management and legal advisors 4) Serve as senior technical advisor for developing strategic partnerships with US state and local police agencies aimed at applying specific operational and cultural expertise to INL's law enforcement assistance programs; coordinate with INL program officers and overseas posts to conclude the details of foreign police deployments 5) Provide expertise/advice to INL in support of training and program requirements arising from requests made by INL's foreign partners 6) Provide guidance to INL program officers and overseas posts in identifying and defining requirements by leading or participating in assessment team visits, providing analysis and leveraging strategic partnerships to accomplish identified goals 7) Assist in identifying and recommending expert instructors for police training, drawing on contacts with US strategic partners at the federal, state, and local levels; assist in the recruitment of active serving US police officers and canvassing of US law enforcement agencies and US strategic partners available potentially to meet training needs 8) Liaise and coordinate with foreign governments and senior US police officials to better define local police needs, capabilities, and capacities that contribute to developing appropriate assistance and training programs 9) As needed, design new training programs for US active duty police deploying in coordination with and in support of INL programs; participate as a senior expert, speaker, and resource for such pre-deployment training programs C. MINIMUM QUALIFICATIONS 1) Citizenship US citizen, able to obtain and maintain a DOS Secret security clearance 2) Education A Master's degree or equivalent from an accredited institution in the field of criminal justice and/or law enforcement 3) Computer Skills Proficient in Microsoft Office Suite and the ability to compose presentational materials for a senior level audience in PowerPoint 4) Work Experience a. A minimum of fifteen (15) years professional law enforcement experience, with progressive responsibility in the agency attaining a command level rank b. A minimum of five (5) years experience operating in an overseas environment or supporting police development activities with foreign partners c. Demonstrated ability to manage large and complex projects d. Demonstrated ability to conduct the responsibilities listed above and demonstrated previous experience in at least seven (7) of the responsibility areas e. Demonstrated experience designing, planning, evaluating, analyzing, and implementing government programs f. Demonstrated ability to liaise with senior officials in the law enforcement and international community 5) Leadership Experience a. Demonstrated successful supervisory and leadership experience in a multicultural environment b. Demonstrated ability to make sound decisions in a timely manner and to work on and bear responsibility for several projects simultaneously while keeping the overall program goals in perspective c. Demonstrated ability and experience working with wide range of US and foreign national personnel at all levels of an organization/government 6) Knowledge Demonstrated broad knowledge of US law enforcement 7) Communication a. Demonstrated experience and ability for successful interactions with senior leadership of US government agencies and US federal, state and local law enforcement agencies to initiate, negotiate and maintain partnership relationships b. Demonstrate excellent oral and written communication skills, including ability to communicate solutions effectively to both technical and non-technical audiences 8) Specialized Experience Demonstrated ability to function effectively in adverse situations with flexibility to adjust and adapt to changing environments Complexity The work involves developing outreach strategies and then executing those with multiple agencies and foreign partners at one time. The ability to remain flexible and manage changing needs and schedules is essential. Personal Contacts The SPA/SP will work closely with US chiefs of police, police professional organizations, INL program managers, US embassies, foreign government officials, and implementers of INL police assistance programs. Level of Effort and Location The position is full-time, with a minimum of 40 hours per week. The position is located in Washington DC at INL/CAP's offices. Travel and Position Location Frequent domestic travel is required to represent INL at professional and international development police conferences and reform programs. In addition, international travel to support INL's foreign assistance activities and perform assessments of police and other criminal justice sector capabilities is required. Overseas travel to countries considered dangerous, unhealthy, or other adverse environments is possible and if applicable danger pay, will apply. All travel will be funded by the requiring Program Office and Post. D. EVALUATION CRITERIA Factor 1 Work Experience (25 points) Offeror's demonstrated knowledge and experience conducting international police training/capacity building and progressively increasing responsibility to achieve a command level position; proven experience-conducting outreach with senior US law enforcement members Factor 2 Leadership / Interpersonal Skills (25 points) Offeror's ability to work with all levels of law enforcement officials and potential ability to represent INL well at those levels; experience providing effective liaison with all levels of foreign governments and police agencies, multilateral organizations, and various USG agencies and police departments; potential ability to establish and maintain liaison with senior counterparts in USG agencies and US police commanders Factor 3 Knowledge (15 points) Offeror's demonstrated knowledge and experience working with international police development and reform programs, especially in the developing world; demonstrated knowledge of related foreign policy and international affairs issues Factor 4 Specialized Skills (15 points) Offeror's demonstrated experience providing expertise on law enforcement programs and a broad range of international law enforcement issues within a foreign assistance context Factor 5 Diplomatic Experience (10 points) Demonstrated diplomatic experience coordinating and negotiating with foreign governments and international community partners; demonstrated ability to establish and manage sensitive relationships with foreign governments and US federal, state, and local law enforcement strategic partners. Factor 6 Past Performance (10 points) Past performance evaluation of applicant's ability to perform under the contract. In conducting the evaluation, the Government reserves the right to utilize all evaluation information available at the time of evaluation, whether provided by the applicant or obtained from other sources. E. COMPENSATION For award, INL will negotiate for this contract based on the following: • Entry-level salary is at Step 1 of the grade range assigned to solicitation • Consideration given for experience relevant specifically to the solicitation requirements • Level and extent of experience dictates the salary level within the grade range F.
