Description
NIHLM2012323-UHP: Statement of Work (SoW). It is the intent of the National Library of Medicine (NLM), to negotiate on a sole source with Emergency Care Research Institute (ECRI Institute), 5200 Butler Pike, Plymouth Meeting, PA 19462-1298 to procure a number of proprietary information products and databases relating to health services research and healthcare technology assessment from ECRI. ECRI shall provide the following data and services: (1) machine-readable records relating to health services research and healthcare technology assessment reports and literature collected, abstracted, and indexed by ECRI, (2) delivery of the updated Universal Medical Device Nomenclature System (UMDNS) vocabulary according to NLM's Unified Medical Language System (UMLS) updating schedule, and (3) support for medical device nomenclatures and classification systems, clinical decision support, and health data standards activities. See Statement of Work for full description of these three (3) tasks. The Library recognizes the value of improving access to the health services research (HSR) and healthcare technology assessment (HTA) literature by including records in its databases from a number of sources, including important sources of grey literature, that is, publications that are not generally distributed through commercial publishing organizations. ECRI produces a number of information products and databases that cover HSR and HTA literature and some of ECRI's publications, e.g., Windows on Medical Technology, incorporate and synthesize findings from a wide variety of publications including grey literature publications. Additionally, NLM has an ongoing project, the Unified Medical Language System (UMLS®), which consists of major medical source vocabularies and classification systems, including ECRI's own Universal Medical Device Nomenclature System (UMDNS TM ). It is important that ECRI's UMDNS vocabulary is updated in the UMLS on an annual basis. The work of ECRI is consistent with other efforts NLM has funded in the past to enhance access to important HSR information and medical source vocabularies. NLM is the U.S. affiliate to the International Health Terminology Standards Development Organization (IHTSDO) and provides financial (membership), technical, and governance support to IHTSDO's vocabulary activities. It is anticipated that NLM will require additional support from ECRI in future years relating to medical device nomenclatures and classification systems, clinical decision support, and health data standards activities, especially those that relate to IHTSDO. ECRI is a contributing member of the Global Medical Device Nomenclature and has specialized, unique experience and expertise with this vocabulary. Additionally, ECRI has unique and specialized experience and expertise in preparing information for implementation within clinical decision support systems from their work with the Agency for Healthcare Research and Quality's National Guidelines Clearinghouse. This expertise is needed for NLM's own information products and services. ECRI, an independent, non-profit organization, is a publisher and producer of a number of proprietary databases and information products, e.g., the Healthcare Standards Directory, relating to health services research and healthcare technology assessment. ECRI, a World Health Organization Collaborating Center for Information Transfer on Medical Devices, also produces the Universal Medical Device Nomenclature System TM (UMDNS), a proprietary, international nomenclature and computer coding system for medical devices used by thousands of healthcare organizations worldwide. The National Library of Medicine has identified ECRI as the only company qualified to provide the requirements of this project. ECRI's proprietary databases and information products as well as its proprietary UMDNS vocabulary are unique and are not available from any other source. ECRI is therefore uniquely qualified to provide HSR-related machine-readable bibliographic records and its updated UMDNS vocabulary to the National Library of Medicine in the shortest possible timeframe and at least cost. ECRI also possesses the unique experience and expertise in working with the Global Medical Device Nomenclature (GMDN) that is required for incorporation into the International Health Terminology Standards Development Organization (IHTSDO) vocabulary activities and efforts (NLM is the U.S. affiliate to the IHTSDO). All proposals received within fifteen (15) days from the date of publication of this synopsis will be considered by NLM. NLM Synopsis No. NIHLM2012323-UHP.
