- THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. SUBJECT: Request for Information for (Legal) Advisory Services in International Hydrocarbons Sector; RFI #D12PS00171 DESCRIPTION OF THE REQUIREMENT: The contractor shall provide strategic and contractual analysis of processes and opportunities to support the development of tender documents and contracts for the exploration and production of hydrocarbons-based fuels in Afghanistan, and other matters relating to the hydrocarbon industry of Afghanistan as the DoD may specifically request. The contractor shall be responsible for providing ongoing risk analysis of the legal framework and advising on structure and negotiation of tender documents to reduce the risk and maximize benefits to the government and bidders.
