Description
The Forest Service desires a capability to issue website-based mass unencrypted e-mail and text messaging services. This system would periodically be utilized during fire and other incident response events. Following are a listing of desired attributes: (i) Utilization of a Commercial Off the Shelf (COTS) system. (ii) Capability of allowing a distribution list of up to 5000 addressees. (iii) Capability to send as many as 500 discrete e-mails or texts within a 24 hour period, 7 days per week. (iv) Capability to receive emails and/or text messages. (v) Capability of sending messages to any internet enabled device (i.e. desktop computers, mobile phones, tablets, etc.) (vi) Capability to allow multiple authorized individuals to send messages from any internet enabled device from any location. (vii) Website shall be capable of functioning with all major Internet Browsers (i.e. Internet Explorer, Mozilla Firefox, Google Chrome, etc.) (viii) Capability of allowing interested parties the ability to independently "opt in" or "opt out" of the distribution list. (ix) Capability of including links to websites in the body of the e-mail or text messages. In addition, capability of attaching documents and photographs (i.e. Word Documents, pdf's, jpeg's, etc.). (x) Capability of recalling e-mails and texts, if needed. (xi) A system that is free of advertising. (xii) Capability to distribute information initially posted to social media internet sites (i.e. Facebook, Twitter, etc.). (xiii) Capability to provide electronic copies of distribution lists and all e-mails/texts to authorized system users. (xiv) Capability to retain electronic records of all distribution lists and e-mails/texts sent via the system and make them available to authorized parties for a minimum of 30 days after the completion of an event. (xv) Capability to provide technical support Monday thru Friday a minimum of 10 hours per day. (xvi) Capability to provide at least one live, internet-based training of company's system. In addition, the ability to provide a recorded training which would be posted on Federal Government websites. (xvii) Ability to comply with all applicable laws, requirement, policies, and directives pertaining to Federal Government mass e-mail and text messaging services.
