- This announcement was originally posted from 1 February 2012 through 22February 2012. It is reposted from 28 February 2012 through 9 March 2012. This is a sole source announcement. No solicitation will be prepared or made available. The Space and Naval Warfare Systems Center Pacific (SSC Pacific) Code 22530 intends to award a sole source, cost plus fixed fee contract to Lockheed Martin Information Systems and Global Solutions (LM IS&GS) for research and development to expand upon the existing Lockheed Martin technology named Web Information Spread Data Operations Module (WISDOM). Specifically the effort will: (a) Mature the state of the art in social media collection, analysis, and predictive modeling where applicable, (b) Conduct experiments with operational organizations such as the Joint Special Operations Task Force Philippines (JSOTF-P) analyzing violent extremism, and (c) Transition the capability to the Integrated Strategic Planning and Analysis Network (ISPAN) program of record (POR) for operational use by intelligence analysts and desk officers. This contract will be awarded without providing for full and open competition pursuant to the authority of 10 USC 2304(c)(1), as implemented by FAR 6.302-1 (Only one responsible source and no other supplies or services will satisfy agency requirements). No other source, Government or industry, other than LM IS&GS is currently capable of providing the required technology and demonstrated capabilities to address the nascent field of sociocultural analytics. LM IS&GS WISDOM technology has demonstrated the infrastructure robustness and analytical adaptability to handle rapidly expanding sociocultural data sources and quantity. This notice of intent is not a request for competitive proposals. Responsible sources may identify their interest and capability to respond to the requirement by submitting a capability statement, proposal, or quotation, which will be considered by the agency. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government to compete the proposed contract based upon responses to this notice is solely within the discretion of the Government.
