Description

Instruction Manual requirements for 60 Soil Quality Test Kits per RFQ #AG-6424-Q-12-0009. USDA NRCS Soil Quality Test Kit Guide, dated July 2001. Exhibit A containing all item and quantity requirements for 60 Soil Quality Test Kits per RFQ #AG-6424-Q-12-0009. This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; electronic proposals are being requested and a written solicitation will not be issued. The Solicitation Number is AG-6424-Q-12-0009 and is issued as a Request for Quote (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-56, effective 02 Mar 2012. This solicitation is being issued on an Unrestricted Basis pursuant to FAR Part 19 as applicable. The associated North American Industrial Classification System Code (NAICS) is 423490 - Other Professional Equipment and Supplies Merchant Wholesalers and the Size Standard is 100 employees. The Purchase Request (PR) Number for this RFQ is 12156. The Standard Industry Code (SIC) for this requirement is 3523 - Farm Machinery and Equipment. The Product Service Code (PSC) for this requirement is N/A - Not Applicable. The Federal Supply Classification (FSC) for this requirement is 6685 - Pressure, Temperature and Humidity Measuring and Controlling Instruments. The Standard Industry Code (SIC) for this requirement is 3523 - Farm Machinery and Equipment. The Federal Business Opportunities Procurement Classification Code (PCC) for this requirement is 87 - Agricultural Supplies. This Combined Synopsis/Solicitation, RFQ Number AG-6424-Q-12-0009, is for the following commercial goods and/or services. *Contract Line Item Number (CLIN) 0001: SOIL QUALITY TEST KITS, Description: In accordance with Exhibit A, this USDA NRCS Missouri requirements is for 16 individual kit line items of soil test equipment at varying quantities for overall delivery of 60 total soil quality test kits containing 35 separate items in each kit, EXHIBIT: A, SUB CLINs: 000101 through 000116, Quantity (Qty): 1, Unit of Issue (U/I): Lot (LO), Terms: Net 30, F.O.B.: Destination, Inspection: Destination, Acceptance: Destination, Quality Assurance (QA): In accordance with (IAW) commercial standards, Required Delivery Date: 30 calendar days after receipt of order (ARO), Delivery Location: Columbia-Missouri 65203, Warranty: Standard Commercial. ***OTHER IMPORTANT RFQ NOTES: a) Refer to the attached/uploaded document entitled USDA NRCS Soil Quality Test Kit Guide dated July 2001 for a digital copy of the 88 page Instruction Manual that must be printed in full-color on one-side, bound, collated and placed into each Soil Quality Test Kit prior to delivery. b) Department of Agriculture Brand Name or Equal clauses and provisions shall apply to six of the sixteen SUBCLIN items that should be furnished in each test kit. When submitting quotes in response to this RFQ, any equal product offered by Contractors shall comply with the provision identified at AGAR 452.211-70, Brand Name or Equal - Nov 1996, to be considered for the final contract award. c) When preparing a quote in response to this RFQ, Offerors are advised to pay close attention to the SUBCLIN quantities expressed on Exhibit A which is based on final delivery of 60 total individual test kits consisting of 35 individual items in each kit. d) The Government shall award one contract for CLIN 0001 only as expressed on Exhibit A. e) The final contract award for 60 total test kits shall be based on the lowest-price technically acceptable (LPTA) offer in response to this RFQ for 1 Lot (LO) of all CLIN 0001 items identified on this Synopsis/Solicitation and Exhibit A as incorporated herein. f) An alternate applicable NAICS code for this acquisition is (424910 - Farm Supplies Merchant Wholesalers), Size Standard of 100 employees but 423490 identified above is the primary NAICS reference for this RFQ. g) Any size business, large or small, may submit quotes in response to this competitive Solicitation/RFQ. *****The following provisions and clauses shall apply to this RFQ: 52.212-1, Instructions to Offerors - Commercial Items; 52.212-3, Offeror Representations and Certifications - Commercial Items; 52.212-4, Contract Terms and Conditions - Commercial Items; 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, wherein the following shall be applicable 52.203-13, 52.209-6, 52.219-6, 52.219-6 Alternate II, 52.219-8, 52.222-3, 52.222-19, 52.222-21, 52.222-26, 52.222-35, 52.222-36, 52.222-37, 52.222-40, 52.223-18, 52.225-1, 52.232-33, and 52.232-36; 52.252-1, Solicitation Provisions Incorporated by Reference; 52.252-2, Clauses Incorporated by Reference; 452.211-70, Brand Name or Equal; and 452.211-71, Equal Products Offered.
