- Emergency Turbine Generator Seismic Qualification Subcontract Requisition Number: 24590-QL-SRA-W000-00167 Submit Interest By: April 5, 2012 Estimated Budget: >500,000 and <1,000,000 Schedule: • Issue Request for Proposal: April 2012 • Award and Notice to Proceed: June 2012 • Start Work: June 2012 • All Work Complete: December 2013 Safety Classification: SC Additional Characteristic: None Quality Level: QL Type of Subcontract: Time and Material PROJECT DESCRIPTION AND LOCATION The Hanford Tank Waste Treatment and Immobilization Plant (WTP) is a complex of radioactive waste treatment processing facilities designed and constructed by Bechtel National, Inc. for the Department of Energy (DOE). The facility will process the Hanford Site tank waste and convert the waste into a stable glass form. The Project site is located in the 200 East Area of the Hanford Reservation near Richland, Washington, along the Columbia River. The site elevation varies from 662 to 684 feet above mean sea level. Ambient temperature range is -23 degrees F minimum to 113 degrees F maximum, with relative humidity of 5% minimum to 100% maximum. The project design life is 40 years. SCOPE OF WORK CONTRACTOR has contracted with an equipment packager to provide two emergency turbine generators for standby power to the WTP. CONTRACTOR and packager are jointly performing seismic design of the equipment foundation and supports. CONTRACTOR and packager are performing seismic qualification of small mechanical and most electrical components. SUBCONTRACTOR shall assist this effort by performing seismic qualification of large mechanical and electrical rotating equipment. CONTRACTOR will be providing in-structure response spectra as an input to SUBCONTRACTOR for the equipment to be qualified. Under CONTRACTOR'S direction, SUBCONTRACTOR shall work with the packager, and equipment manufacturers, to obtain necessary design information for qualification. The result of SUBCONTRACTOR'S work will be to provide a documented seismic qualification of the mechanical and electrical rotating equipment, in accordance with the attached specifications. See table identifying equipment requiring seismic qualification below: Mechanical and Electrical Rotating Equipment Requiring Seismic Qualification Type of Equipment Equipment Description Gas Turbine Engine including "On Board" Auxiliaries such as the Lube Oil Scavenge Pump Aero derivative turbine engine with approximately a 5.2 MWe rating. Epicyclical Gear Box including "On Board" Auxiliaries such as the Lube Oil Re-circulation Pump Epicyclic gear box. Generator including "On Board" Auxiliaries such as the Exciter 6,250 KVA, 5000KW, 0.80 PF, 1800 RPM, 3Phase, 60 Hertz, 4,160 Volts, Why Connected, 6 Leads, 80 deg C Rise Above deg 40 C Ambient, Continuous Duty, Class "F" Insulation. Pneumatic Starter QUALITY ASSURANCE (QA) REQUIREMENTS Programmatic Quality Assurance requirements for subcontracts performed in the WTP Jobsite will be "NP" (non permanent or temporary work, generally no QA Program required), "CM" (commercial quality based the requirements in DOE Order 414.1C), or "QL" (nuclear level quality based on the requirements in ASME NQA-1 2000). Bechtel may require, as an element of bidder pre-qualification, submission of a representative sample QA Program or Table of Contents copy. For QL subcontracts, the successful bidder's QA Program must be approved prior to award of the subcontract. STANDARDS  ASME QME-1-2007, Qualification of Active Mechanical Equipment Used in Nuclear Plants  ASME NQA-1, 2000, Part I and SubPart 2.7, Quality Assurance Requirements for Nuclear Facility Applications  ASME NQA-1, 2004, Section 702(a), Quality Assurance Requirements for Nuclear Facility Applications BIDDER REGISTRATION AND PRE-QUALIFICATION Preliminary Pre-Qualification Requirements The BNI Acquisition Services Subcontracts group, is responsible for collection, evaluation, and internal publication of potential bidders' information for the purpose of pre-qualifying them to bid on any particular subcontract. As part of this process, BNI requires all potential offerors to register at the Supplier and Contractor Portal at: https://supplier.bechtel.com Prior to being considered for bidding on a Request For Proposal (RFP) for this WTP web posting opportunity, potential bidders must complete and submit the required forms located at http://www.hanfordvitplant.com/supplier_resources/qualification_process/ All information provided shall be strictly confidential. Registration All bidders must register with Bechtel National, Inc. for Work on the WTP Project.
