- RFP Attachment 1 - 199001012 Wage Determination 2005-2257 6/13/2011 Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and written solicitation will not be issued. Solicitation No. SP0600-12-Q-0520 is issued as Request for Quotes (RFQ). The Defense Energy Support Center has a requirement for environmental assessment and remediation services at Defense Fuel Service Point (DFSP) at Newington New Hampshire. The North American Industry Classification System (NIACS) Code for this acquisition is 562910, and the size standard is 500 employees. The Government anticipates awarding a Firm Fixed Price contract. The Government shall issue task orders using the below CLINs, on an as needed basis. The services involve the following tasks. No site visit will be conducted. The government will award a contract resulting from this solicitation to the responsible bidder whose offer conforming to the solicitation will be most advantageous to the government, price and all other factors considered. The following Federal Acquisition Regulations (FAR) and its supplements DFAR provisions and clauses apply to this acquisition; 52.212-4 Contract Terms and Conditions - Commercial Items, FAR 52.212-5 Contract Terms and Conditions Required to Implement Statutes or Executive Orders - Commercial Items, FAR 52.212-1, Instructions to Offerors, FAR 52.232-33 Payment by Electronic Funds Transfer. DFARS 252.204-7004, Required Central Contractor Registration, DFARS 252-212-7001 Contract Terms and Conditions Required to Implement Statutes or Executive Orders Applicable to Defense Acquisition of Commercial Items. To receive an award of contract the bidder must be registered in the Central Contractor Registration (CCR) database which can be accessed at the website http://www.ccr.gov or call Assistance Center toll free at 1-888-227-2423. Interested offerors are required to submit their representations and certifications on-line at http://orca.bpn.gov. You will need your DUNS number and CCR number in order to register to the Online Representations and Certifications Application (ORCA) website. All responsible sources may submit an offer, which will be considered. Quotes shall be submitted no later than 3pm Ft. Belvior time, 21 March 2012, to DLA Energy, ATTN: Amanda Musick, at Amanda.musick@dla.mil or via fax at 703-767-8339.
