Description
Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. The Government reserves the right to cancel this solicitation at any time. This project is for the installation of a new sewage lift station adjacent to the existing sewage lift station, the new redundant lift station will be, or be similar to, a packaged unit. This package unit can be buried directly adjacent to the existing wet wells of the facility. This package includes all controls, electrical, mechanical, and any other incidentals needed to allow complete bypass of the existing lift station. The new redundant system must be greater than, or equal to, the existing capacity of the current station. There will be some work that will need to be done to the existing facility. The current lift station has two wet wells. Each well can be isolated, although not for a large period of time, and allow sewage flow through the other well and pump, and out the forced main. While the well is isolated, a tap can be put into the well, which then connects to a pump in the new station. This sequence can then be done to the second wet well. Once all other prepatory work is done, the contractor will need to install a tap into the existing forced main line (estimated to be 12"), and connect the new lift station to the forced main. This will require a lift station outage while the tap is being made. During that time, there will not be any interruption in the sewer supply lines running into the existing lift station, therefore the contractor will have to decide how they will dispose of the raw sewage. It will be the contractor's responsibility to devise a system for disposal, obtain all required and incidental permits as required by the State of Montana, Montana DEQ, and/or EPA, and any other coordination needed. No raw sewage will be disposed of anywhere on the Base's property. Once complete, the existing lift station will be allowed to be brought back on-line. This project will include the risk in having to dispose of the raw sewer during the outage and insuring that no raw sewage is spilled or disposed of in areas not authorized by all regulating permits, laws, and regulations whether Federal or State. The Malmstrom AFB utilities shops will not assist the contractor in any required work. There will be NO winter exclusion period for this project. The Request for Proposal will be available on or about 11 April 2012. The Request for Proposal will close on or about 10 May 2012. The Performance Period for this project is one hundred and twenty (120) calendar days after receiving the Notice to Proceed. The Notice to Proceed will be issued within 10 days after award of the solicitation. This acquisition is open to small businesses in accordance with the Small Business Jobs Act of 2010. The Request for Proposal will be available by Electronic Transmission only at: http://www.fbo.gov. Potential contractors must be currently registered in the Central Contractor Registry to be eligible for award. (See Internet Site: https://www.bpn.gov/ccr/default.aspx ). All responsible sources may submit an offer good through 183 calendar days after the Request for Proposal closing, which shall be considered by the agency. Potential contractors must also be currently registered with ORCA. (See Internet Site: http://orca.bpn.gov/ ). The magnitude of this project is between $500,000.00 and $1,000,000.00.
