- THIS IS NOT A REQUEST FOR QUOTE - THIS IS A NOTICE OF THE GOVERNMENT'S INTENT TO ISSUE A SOLE SOURCE AWARD TO BLOOMBERG L.P FOR AN ONLINE SUBSCRIPTION LICENSE TO BLOOMBERG GOVERNMENT.COM. The Department of Defense (DoD), Washington Headquarters Services, Acquisition Directorate, (WHS/AD) intends to award a sole source contract under the statutory authority permitting Other than full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2(iii), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, to Bloomberg L. P., 1101 K Street, N. W., Washington, DC 20005-4210 for an online subscription license to Bloomberg Government.com. for The Assistant Secretary of Defense - Public Affairs [ASD(PA]. The Government anticipates a single Purchase Order Award. The Contractor shall provide: On-line news information sources on a real-time basis on breaking news and public opinion concerning Defense-related matters and special analyses of defense acquisition topics. This notice of intent is NOT a request for proposals or quotations. Requests for copies of a solicitation in response to this notice will not be honored or acknowledged. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government. Interested parties may identify their interest and capability by responding to this requirement, no later than 11:00 am Eastern, 09 March 2012 by email to karen.smith@whs.mil. All information submitted should support the offerors capability to provide the items required, and shall be furnished at no cost or obligation to the Government. The Government reserves the right to cancel the Sole Source Award.
