- The Uniformed Services University of the Health Sciences (USUHS), located in Bethesda, MD, has a requirement for institutional site licenses to the following collections: 1) SAGE Publications' SAGE Premier All Access Collection 2) Springer's SpringerLink Complete Online Collection The institutional site licenses are for one site, USUHS, and will be accessed by up to 1,620 users. Split awards are possible. Additional information regarding USU and its mission can be found on our website: www.usuhs.mil. This is a combined synopsis/solicitation for commercial items in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This is a request for quotes (RFQ) for commercial items in accordance with the procedures of FAR Part 12 - Acquisition of Commercial Items and FAR Part 13 - Simplified Acquisition Procedures. It is the responsibility of the contractor to monitor FedBizOpps (http://www.fbo.gov) for the issuance of any amendments to the solicitation. This RFQ incorporates all provisions and clauses in effect through Federal Acquisition Circular (FAC) 2005-55. See attached provisions and clauses. In order to be considered for award, offerors must be registered in the Central Contractor Registration (CCR) database (www.ccr.gov) and the Online Representations and Certifications Application (ORCA) database (www.orca.bpn.gov) by the close date of the solicitation. Quotes received from offerors not registered in both databases will not be considered. The resultant award(s) will be firm fixed price (FFP) order(s). An award will be made to the offeror with the lowest priced technically acceptable (LPTA) quote. Interested offerors are to provide pricing for the following: CLIN 0001 - Annual Site License to SAGE Premier All Access Collection (Base Year) CLIN 0002 - Annual Site License to the SpringerLink Online Collection (Base Year) CLIN 1001 [OPTION] - Annual Site License to SAGE Premier All Access Collection (Option Year 1) CLIN 1002 [OPTION] - Annual Site License to the SpringerLink Online Collection (Option Year 1) CLIN 2001 [OPTION] - Annual Site License to SAGE Premier All Access Collection (Option Year 2) CLIN 2002 [OPTION] - Annual Site License to the SpringerLink Online Collection (Option Year 2) CLIN 3002 [OPTION] - Annual Site License to the SpringerLink Online Collection (Option Year 3) CLIN 4002 [OPTION] - Annual Site License to the SpringerLink Online Collection (Option Year 4) The period of performance is as follows: Base Year: January 1, 2012 through December 31, 2012 Option Year 1: January 1, 2013 through December 31, 2013 Option Year 2: January 1, 2014 through December 31, 2014 Option Year 3: January 1, 2015 through December 31, 2015 Option Year 4: January 1, 2016 through December 31, 2016 USUHS reserves the right to add titles and additional sites during the performance period of this order. USUHS is part of the Department of Defense and is tax exempt. A copy of our tax exempt certificate will be provided to the selected offeror. Do not include taxes in your quoted price. USUHS reserves the right to award without discussions. All questions must be submitted by email to Jody.Bester@usuhs.mil. Questions must be received by COB on February 9, 2012. Responses to questions will be addressed as an amendment to the RFQ. No questions will be answered over the phone. Quotes shall be accepted by email only. No other method of submission will be accepted. Email all quotes to Jody.Bester@usuhs.mil. Quotes must be received by 5:00 PM (EST) on March 9, 2012. ------------- The purpose of this amendment to the solicitation is to include 2 additional option years (CLINs 3002 & 4002) to the requirement for a site license to the SpringerLink Online Collection. The quote submission deadline has been extended to 5:00 PM (EST) on March 9, 2012.
