- Justification Document. Limited Source Justification (LSJ) Notice This LSJ notice was posted on the GSA E-Buy system on September 26, 2011, and an award was made on September 30, 2011, however, the requirement to post on Federal Business Opportunities was overlooked. This LSJ in now being posted, after the fact, for information only to meet the requirement of FAR 8.405-6(a)(2). The Dell laptop computers are compatible with the Environmental Protection Agency (EPA) network and have been determined by the Office of Environmental Information (OEI), EPA Headquarters, as the Agency standard for laptops and personal computers. Dell brand laptops meet the optimal processing requirements within the EPA Information Technology (IT) profile. In addition, Dell is the only brand of computers that OEI will allow to be connected to the network. Any other computer placed on the EPA network would automatically be disabled because of security and compatibility issues.
