Description
SUBMISSIONS DUE: no later than noon (EDT) on the 28th of March 2012. The Space and Naval Warfare Systems Center (SPAWARSYSCEN) Atlantic, Code 6.3.3.0 is seeking information on dual-use clinical, science, and industrial technologies for an Air Force Medical Service (AFMS) Counter-Directed Energy Weapons (DEW) Medical Capabilities initiative that will: (1)track/monitor re-configurable materials, sources, and technologies used in clinical and bio-science directed energy applications, (2) sense and detect directed energy materials, sources, and technologies able to be re-configured and applied as weapons, (3) capabilities to protect our troops, equipment, and facilities against such threats, and prevent related exposures, and (4) provide the capability to assist in the diagnosis, acute treatment, and clinical management of casualties as they occur with real-time or near-real time information. To meet AFMS Counter-DEW requirements, the technology must have the capability to sense/detect multiple electromagnetic (EM) energy sources (lasers, radiofrequency (including all high-power microwave sources), and plasmas.) almost instantaneously. The proposed system must be able to characterize sources of directed energies (i.e. laser, RF) and future DE (electro laser, HERF, microwave, plasma, particle beams, and pulsed energy projectile) sources in order to provide an appropriate assessment of the potential threat to Airmen, equipment, and facilities. This sensor system must be in the form of a portable, hand-held device for quick and easy access, wearable on person or LBE (load-bearing equipment) gear; portable on LBE; and deployable on a variety of platforms in order to provide mobility and accessibility. The system should also be ruggedized for a multitude of field conditions. The Counter-DEW system is expected to function for a minimum of 10 years, which will include periodic upgrade, maintenance, and enhancements. SUBMITTALS All information received will be treated as public knowledge; therefore, vendors should not submit proprietary information in response to this RFI. Specific information sought includes: 1. Company information, including name, address, and URL. 2. Whether the company is a manufacturer or distributor. 3. A point of contact for follow-up information, and the point of contacts phone number and e-mail address. 4. A brief description (75 words or less) of capabilities and existing or related products. 5. Any relevant cost information such as purchase price and General Services Administration (GSA) schedule information. This RFI is for INFORMATION GATHERING AND PLANNING PURPOSES ONLY, and should not be construed as a Request for Proposal (RFP) or solicitation of an offer. The Government DOES NOT intend to award a contract on the basis of this RFI or otherwise pay for the information solicited. No entitlement to payment of direct or indirect costs or charges by the Government will arise as a result of submission of responses to this RFI and the Government's use of such information. Respondents of this RFI may be requested to provide additional information/details based on their initial submittals.
