- Wage Determination Contract Provisions and Clauses Building Layout and Equipment List Contract Guidelines Equipment Guidelines Specification Guildelines Scope of Work Supplies/Services and Price/Costs This is a competitive Small Business Set Aside combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotations are being requested and a written solicitation will not be issued. Offerors submitting quotations must respond in accordance with the instructions provided in this solicitation. Solicitation number AG-349B-S-12-2289 is being issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2005-56. This requirement is a competitive Small Business Set Aside under NAICS 238220, business size standard 14.0 Million. Offerors are responsible for complying with the submission instructions contained in this combined synopsis/solicitation to include the submission of all information requested. Small Businesses with the demonstrated capability and financial capacity to provide required services within mandatory response times are invited to respond. Submission of quotations shall be in accordance with the instructions identified under Item (A.1) listed below. Quotations must be submitted in writing, include all required information specified under Item A.1, and be delivered on or before 4:00 P.M. March 19, 2012 at the address specified under Item A.1. Quotations sent by facsimile or electronic mail are not acceptable, will be considered non-responsive, and will be rejected. DESCRIPTION/SPECIFICATIONS/AND WORK STATEMENT: The United States Department of Agriculture, Appalachian Fruit Research Station (USDA-AFRS) located at 2217 Wiltshire Road, Kearneysville, WV requires a contractor to provide all labor, equipment, parts, materials, supplies, supervision, tools, transportation, and insurance necessary to provide Heating, Ventilation, Air Conditioning and Refrigeration (HVACR) Equipment Preventative and Remedial Maintenance Services, Equipment Repair Services, and Emergency Equipment Repair Services requiring a two hour mandatory emergency response. Covered HVACR Equipment and accessories includes Temperature Controls, Pneumatic Compressors, General Exhaust Fans, Boiler Heating Systems, Heating (small) Units, Chiller Cooling System, Cooling Tower System, Exhaust Systems, Air Handler Units, Fume Hood Systems, Independent HVACR Units, Walk-in Environmental Boxes, Greenhouse Environment Units, and Potable Water System equipment as identified under Attachment B, Equipment Guidelines / Schedule of Equipment. All work shall be performed by qualified experienced personnel in accordance with Attachments. ATTACHMENTS consist of: Attachment One: Supplies or Services & Price/Costs; Attachment Two: Scope of Work; Attachment 2a: Specification Guidelines; Attachment 2b: Equipment Guidelines / Schedule of Equipment; Attachment 2c: Contract Guidelines; Attachment 2d: Building Layout and Equipment List Attachment 3: Contract Clauses and Provisions; Attachment 4: Service Contract Act Wage Rate. Service Contract Act applies in accordance with attached Wage Determination No. 2005-3017. (A.1) *** IMPORTANT INSTRUCTIONS FOR SUBMISSION OF QUOTATION *** QUOTATIONS MUST BE SUBMITTED IN WRITING AND DELIVERED TO THE ATTENTION OF: Timothy Smearman, USDA, AFRS, Administration Office, 2217 Wiltshire Road, Kearneysville, WV 25430. QUOTATIONS MUST BE RECEIVED ON OR BEFORE 4:00 P.M. (EST) March 19, 2012. NOTICE: QUOTATIONS SENT BY FAXSIMILE OR ELECTRONIC MAIL (E-MAIL) ARE NOT ACCEPTABLE, WILL BE CONSIDERED NON-RESPONSIVE, AND WILL BE REJECTED. IMPORTANT - QUOTATIONS MUST INCLUDE SUBMISSION/COMPLETION OF ALL OF THE FOLLOWING SPECIFIED UNDER (a) THROUGH (f): (a) Submit Quotation for base period and option periods as identified in Attachment 01, FOB Destination, Kearneysville, WV 25430. (b) Submit employee work qualification statements / resumes identifying specific experience and training of proposed employees. Qualifications must demonstrate experience in the HVACR Mechanical Fields, Industrial Electrical, Pneumatic Controls, Industrial Generators, Green House Environments, Walk-in Growth Chambers, Cooling Boxes, Electronic Controls, Multiple Direct Digital Controls and Building Automation Systems as identified in Attachment 2a, Section 1.3 Qualification / Experience. (c) Submit business location address that provides capability/capacity to respond to mandatory 2 hour emergency response times and 24 hour non-emergency response times to service location at 2217 Wiltshire Road, Kearneysville, WV 25430. (d) Submit three separate Past Performance References with contact information for three recent contracts (within past three years) of contracts similar to the scope of this requirement. (e) Central Contractor Registration Completion - Submit the following Certification Statement: Offeror certifies that offeror is registered and that registration is current, as of submission date of quotation, in the Central Contractors Database in accordance with FAR 52.204-7 Central Contractor Registration. By submission of offer, the offeror acknowledges the requirement that the prospective awardee shall be registered in the CCR database (http://www.ccr.gov) prior to award, during performance, and through final payment of any contract resulting from this solicitation - Small Business Set Aside under NAICS 238220. (f) Representations and Certification Completion - Submit the following Certification Statement: Offeror certifies that offer has completed/updated the Annual Representations and Certifications electronically via the Online Representations and Certifications Application (ORCA) website at http://orca.bpn.gov. By submission of offer, the offeror acknowledges that the representations and certifications currently posted electronically have been completed/updated, and are current, accurate, complete, and applicable to this solicitation, (Small Business Set Aside for NAICS 238220), as of the date of the quotation in accordance with FAR 52.212-3 Offerors Representations and Certifications- Commercial Items. (A.2) EVALUATION CRITERIA - - The Government contemplates award of one firm-fixed price order resulting from this solicitation to the responsible offeror whose offer represents the best value to the Government, price, and other factors considered. (A.3) AWARD - - An award is contemplated on or about April 1, 2012.
