Description

The Naval Air Systems Command intends to award a Modification under existing Contract N00019-09-C-0059, on a sole source basis, with L3 Communications Systems, Salt Lake City, UT in accordance with FAR 6.302. This effort encompasses all of the labor and materials necessary for the recurring and non-recurring engineering required to manufacture, test, and deliver Spares for previously procured AN/SRQ-4 units with Engineering Change Notice (ECN) 181. L3 is the designer, developer and manufacturer of the AN/SRQ-4, which is the portion of the Common Data Link (CDL) Hawklink system that is incorporated into the ship. The procurement of spares for the AN/SRQ-4, with ECN 181, requires a manufacturing data package which is owned by L-3 Communications. The Government is unable to compete this requirement without the technical data for the AN/SRQ-4 (with ECN 181). Another vendor cannot manufacture Shop Replaceable Assemblies (SRAs) level spares, with this specific AN/SRQ-4 configuration, without the technical data. As such, L3 is the only source with the technical data necessary to perform this effort.
