- This is a requirement for the Overhaul/Re-manufacture of the T-38 Flap Actuator. The contractor shall provide all labor, facilities, equipment and all material to accomplish the overhaul, test, packing, preservation and packaging for the T038 Flap Actuator. A firm fixed price requirements contract with one basic year is contemplated. This notice of intent does not in itself represent the issuing of a formal request for proposal and is not intended to be taken as such. The solicitation number will be FA8118-11-R-0037**(Please see below). The solicitation will be issued on or about: 17 June 2011 and close 18 July 2011**(Please see below). The requirements set forth in this notice are defined per PRFD2030-11-36991 as follows: ITEMS: CLIN 0001: Overhaul: NSN 1680-00-902-2196RK P/N: 817T100-1 Noun: Flap Actuator. Applicable to: T038A, T038B and T038C. CLIN 0002: Over and Above Work. CLIN0003: Data & Reports (Not Separately Priced). BEST ESTIMATED QUANTITY: CLIN 0001: Basic Year, 54 each; Option I, 72 each; Option II, 71 each; Option III, 72 each; Option IV, 72 each. DELIVERY: CLIN 0001: 8 each per month 30 days after receipt of order and reparables. A Pre-Award Survey and Initial Product Evaluation (IPE) are required, but may be waived by the Government at the time of award. The contractor shall be prepared for the IPE within 60 days of contract award and/or receipt of reparables unless otherwise specified in the contract. UID - If unit price exceeds $5,000 then UID requirements will apply. QUALIFICATION REQUIREMENTS APPLY. For qualification information/source approval requests contact the Source Development Office, OC-ALC/BC (405) 739-7243. Award will be based on meeting the requirements and cannot be delayed pending qualifications of additional sources. All responsible sources may submit a bid, proposal or quotation which shall be considered by the agency. This will be solicited as 100% Small Business Set Aside. NOTE: An Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of this acquisition. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process. Interested parties are invited to call the Ombudsman at (405) 736-3273. DO NOT CALL THIS NUMBER FOR SOLICIATION REQUESTS. Electronic procedures will be used for this solicitation. IAW FAR 5.207 (c) (15) (ii), All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. Based upon market research, the Government is not using policies contained in Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies or services. However, interested parties may identify to the contracting officer their interest and capability to satisfy the Government's requirement with a commercial item within 15 days of this notice. ********************************************************* Notice: **Solicitation #FA8118-11-R-0037 is deleted and hereby replaced with solicitation #FA8118-12-R-0002.
