Description
This notice does NOT constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to identify potential offerors for Equipment Operations, Maintenance and Repair Services, Oahu, Hawaii. 1. The Government intends to issue a solicitation which will include the following services: -Maintenance, Repair, and Operation Services for Steam and Hot Water Boilers -Maintenance and Repair Services for Low Pressure Air Compressors -Calibrate Flow Measuring Systems -Autoclave Maintenance -Maintenance and Repair of Large Format Plotters -Calibrate UV Flow Meters The work includes, but is not limited to, the requirements on Attachment 1. 2. If the solicitation is issued as a small business set-aside, FAR 52.219-14, Limitations on Subcontracting, applies, which states, "At least 50 percent of the cost of contract performance incurred for personnel shall be expended for employees of the concern." 3. The following information for the current contracts is provided to help you determine whether your firm will be able to meet the subcontracting limitations. Calibrate UV Flow Meters is a new requirement and therefore there is no existing contract. a. Contract No. N62478-08-D-2318, Maintenance, Repair, Operation Services for Steam/Hot Water Boilers, Distribution Lines and UPVs, Various Areas, Hawaii. Current Term: 10/1/11 - 9/30/12; Current Amount: $629,733.55 Firm Fixed-Price (FFP)/$14,353.80 Indefinite Delivery Indefinite Quantity (IDIQ). b. Contract No. N62478-08-D-2320, Technical Assistance for Maintenance and Repair Services for Low Pressure Air Compressors at Building 149, Pearl Harbor Naval Shipyard, Oahu, Hawaii. Current Term: 10/1/11 - 9/30/12; Current Amount: $388,405.00 IDIQ. c. Contract No. N62478-08-P-2749, Maintenance and Repair of Large Format Plotters, Pearl Harbor, Oahu, Hawaii. Current Term: 11/24/11 - 11/23/12; Current Amount: $9,780.00 FFP. d. Contract No. N62478-11-P-2855, Calibration and Incidental Repairs of the Cipolletti and Magnetic Flow Measuring Systems at the Water Reclamation Facility (WRF), Marine Corps Base Hawaii, Kaneohe Bay, Hawaii. Current Term: 10/1/11 - 9/30/12; Current Amount: $2,400.00 FFP. e. Contract No. N62478-12-D-2846, Autoclave Maintenance, Environmental Laboratory, Oahu, Hawaii. Current Term: 2/1/12 - 9/30/12; Current Amount: $4,950.00 FFP/$900.00 IDIQ. 4. If your firm is interested and capable of performing ALL the services: a. Confirm your business size (i.e., small business, 8(a), HUBZone, service disabled veteran owned small business (SDVOSB), woman owned small business (WOSB)) under NAICS Code 811310, annual size standard $6,500,000. b. Since the value of the contract for Maintenance, Repair, and Operation Services for Steam and Hot Water Boilers represents more than half of the total value of all services, provide customer references for whom you have done Maintenance, Repair, and Operation Services for Steam and Hot Water Boilers. Include the following: (1) Client's name (2) Point of contact (3) Point of contact's phone no. (4) Point of contact's email address (5) Contract Number (6) Delivery/Task Order Number (if applicable) (7) Contract Title (8) Location of Work (9) Award Date (10) Completion Date (11) Award Amount (12) Final Price (13) Description of work performed (14) Work Performed as: Prime Contractor/Subcontractor/Joint Venture/Other (Explain) (15) Percent of project work performed Interested sources capable of providing the required services must respond by e-mail to sandy.sekiguchi@navy.mil no later than March 16, 2012. Interested sources shall indicate that they are capable of providing the required services and provide all information requested above. Based upon the responses received, the Government will determine the set-aside method for the procurement. This sources sought announcement is for information and planning purposes only and is not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or ultimately award a contract. An award will not be made on responses to this notice. This Sources Sought Synopsis is not a Request for Proposal (RFP); it is a market research tool being utilized to determine the availability of sources prior to issuing an RFP.
