- PRE-SOLICITATION NOTICE AG-02RC-S-12-0026 Libby Ranger District Kootenai National Forest Idaho / Montana Acquisition Team KOOTENAI NATIONAL FOREST, Fully Operated Equipment Incident Agreements for Rainy Creek Asbestos Area. This Kootenai National Forest intends to solicit for fully operated Heavy Equipment with operator that is hazmat certified for working with asbestos for incident response in the Rainy Creek Asbestos Area. The Government anticipates awarding multiple Agreements. The Contractor is responsible for all equipment, materials, supplies, transportation, lodging, trained/certified personnel, and supervision and management of those personnel necessary to meet or exceed the Agreement specifications. The entrance to Rainy Creek Area is five miles north of Libby, Montana on Hwy 37 toward Libby Dam. Currently, the boundary for the entire area is similar to the mine site of EPA's Operational Unit 3 (OU3). It is confined by Hwy 37 to the south, Forest Development Road 228 to the east, Jackson Creek to the north, and then from Blue Mountain Lookout it follows topographical ridge lines until it meets Hwy 37 at about the 4 mile marker north of Libby.
