Description
This is NOT a solicitation announcement. THIS IS A REQUEST FOR INFORMATION ONLY. This notice is for project 580-12-101, Design Build Services for the Repair and Replacement of Water Mains at the Michael E. DeBakey VA Medical Center in Houston, TX. The purpose of this sources sought synopsis is to gain knowledge of potential qualified sources and their size classifications (Service Disabled Veteran-Owned Small Business, Veteran-Owned Small Business, Hubzone, 8(a), Woman Owned, etc) relative to NAICS Code 237110 (Water and Sewer Line and Related Structures Construction) (size standard of $33.5 million). The project magnitude of construction is between $1,000,000 to $2,000,000. Responses to this request for information synopsis will be used by the government to make appropriate Acquisition Planning decisions. Responses to this sources sought shall NEITHER constitute responses to solicitation which is not currently available nor a request to be added to a prospective bidders list to receive a copy of the solicitation. The Michael E. DeBakey VA Medical Center (MEDVAMC) is seeking information on a potential contractor to provide all labor, materials, tools, equipment, expertise, administration, supervision and transportation as necessary to perform all work as described as follows: Work includes engineering to provide design build services for the repair and replacement of water mains. The domestic water system loop at the main campus is the original installation of over 10000 ft of 12" ductile iron pipe and some pvc piping with possibly some other types mixed in, and approximately 70 valves of various types, and reducers, connectors and other plumbing fixtures. The scope of this work is to install a separate fire sprinkler pipe which is currently fed concurrently with the domestic water. It will also consist of replacing numerous valves and other piping and piping components to ensure a redundant domestic water and fire sprinkler water supply to the MEDVAMC campus. It will also include installation of new variable speed drives and possibly motors in the existing pump house building 114. The firm must be a company with the approved NAICS Code. Submit responses to the requested information only if your firm meets the following: (via email only) 1.Company name, address, point of contact, DUNS# 2.Verifiable experience of at least 2 projects as the Prime Contractor for construction projects similar in size and scope of this project. 3.Narrative of your firms ability to complete at least 25% of work utilizing your firm's own personnel 4.Responses to the following questions: (1)Is your firm registered in Central Contractor Registration: www.ccr.gov? (2)Is your business large or small business under NAICS code 237110? (3)What is your firm's small business classification? (SDVOSB, VOSB, 8a, etc) (4)Is your firm qualified as a Service Disabled Veteran Owned or Veteran Owned Small Business? If yes, is your firm registered at https://www.vip.vetbiz.gov and verified by the VA's Center for Veterans Enterprise (CVE)? This is not a request for proposals or request for quotes and in no way obligates the government to award any contract. Responses to this notice shall be in writing by e-mail addressed to tony.jackson@va.gov. All responses must be received in writing no later than 2:00 PM. CST on Wednesday March 14, 2012. Telephone responses will not be accepted. Firms responding to this announcement, which fail to provide all of the required information, cannot be used to help the government make the acquisition decisions, which is the intent of this synopsis.
