- JOFOC This is a combined synopsis/solicitation to establish a blanket purchase agreement (BPA) to purchase additional Appian external user licenses. The "Justification for Other Than Full and Open Competition" is attached for review. The OCC requires the ability to purchase additional Appian external user licenses. The OCC anticipates these licenses will be purchased infrequently. The OCC purchased 3200 external named user licenses and 5000 internal named user licenses through the Personnel Administration and Security System (PASS) contract. This purchase agreement expires in June 2012, so a new contract vehicle is needed to buy additional licenses. Because the OCC is unclear how many external users will register with CATS once the system goes live in April 2012, the OCC requires the ability to quickly purchase Appian licenses through a BPA. The government estimates 1000 additional license could potentially be purchased under this BPA, but this amount is speculative due to uncertain demand.
