- This is a notice of intent to award a sole source contract under statutory authority 10 USC 2304(c)(1), set forth in Federal Acquisition Regulation 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The NAVSUP Fleet Logistics Center San Diego intends to award a Firm Fixed Price contract for the purchase of night vision equipment and peripherals in support of Fleet Imaging Command Pacific to Security Marketing Consultants International. The following items are required: 60 EA POCKET SCOPES PN: LRS-16 UNIT; 30 EA Nikon Digital Camera Adapter PN: LRS-147NIK UNIT; 30 EA Canon XA-lO Camcorder Adapter PN: LRS-125XA-10; 30 EA Nikon to C-mount Adapter PN: LRS-264; and 20 EA SMCI-55 Ultra Low-Light CCD w/record Pocketscope. Security Marketing Consultants International is the only known source that meets the government's requirement as they have sole proprietary rights and distribution of the required items. As a result, no other vendors can provide the required items. Refurbished or Surplus items are not acceptable. The Government intends to award no later than April 30, 2012. No technical data/drawings/technical orders are available. If a firm is capable of providing these exact items, please contact the Contracting Officer within three days of this announcement. Those interested firms must indicate whether they are a large, small, small-disadvantaged, 8(a) or women owned business and whether they are U.S. or foreign owned. Proposals are due no later than April 6, 2012 by 9:00 a.m. PST. Point of Contact: Mr. Isabelito M. Cabana, Contract Specialist, Email isabelito.cabana@navy.mil. Justification and Approval 12-220-0001 prepared and posted as required in FAR 6.304 and FAR 5.301. Note 22: The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by April 7, 2012 after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
