- This contract action was accomplished using other than competitive procedures because there is an unusual and compelling urgency and a delay in award would result in serious injury, financial or other, to the Government (FAR 6.302-2). See posted J&A for further information. This contract is for non-severable, non-personal services for an accredited university, the University of Nebraska Medical Center, to confer an Bachelor of Science degree to all students successfully completing Phase I of the Interservice Physician Assistant Program (IPAP) and a Masters of Physician Assistant Studies or comparable degree to all IPAP students successfully completing both Phase I and Phase II ofthe IPAP.
