- 1. Contracting Activity: DMEA/ MEE (Contracting) 2. Description of Action: DMEA works cooperatively with industry, academia, and other laboratories to leverage technology developments from all sectors for advancement of both the domestic economy and DMEA's technological capabilities. A mainstay in that approach is the use of partnership intermediary (PI) services for assisting the DMEA T2 activities, in accordance with DoD Instruction 5535.8 (Domestic Technology Program) and 15 USC 3715 (Use of Partnership Intermediaries). A Cost Type (no fee) contract, using R&D funds (0400), is anticipated for this requirement. 3. Description of Supplies/Services: The contractor shall perform the actions as defined in the Statement of Work (SOW) and provide requisite technical and managerial reports detailing strategies, plans, actions and outcomes of technology transfer as defined in the SOW. A. The contractor shall provide the deliverables identified in the SOW. B. Total estimated cost of a contract with one base year and four one year options is $2,142,851. 4. Authority Cited: 10 USC 2304(c)(3), as implemented by FAR 6-302-3 (a)(2)(ii) Industrial Mobilization; engineering, developmental, or research capability; or expert services. 5. Reason for Authority Cited: A. The Federal Technology Center (FTC), Inc. is the only regional, nonprofit institution that has the expertise to provide development capabilities for productive Technology Transfer Partnerships. Furthermore, the contractor shall assist DMEA with the implementation and exchange of transfer mechanisms, e.g. CRADAs, CTAs, EPAs, in order to maintain our domestic, microelectronics capabilities. B. The FTC was established under the guidelines of the Federal Technology Transfer Act of 1986. This includes 15 USC 3715 (Use of partnership intermediaries), which identifies partnership intermediaries (PI) as entities that are operated on behalf of a State or local government. In this case, the FTC, as a non-profit entity, which works with the Los Rios Community College District (LRCCD). LRCCD provides the only Small Business Development Center (SBDC) established for the greater Sacramento region to assist the establishment and development of regional small businesses, the Golden State SBDC. The FTC operates the only Northern California Procurement Technical Assistance Center (PTAC) program to assist California small business with Federal, State and Local Government contracting, including technology transfer opportunities. The FTC conducts Federal, State and Local Government contracting training and consulting for small business at the Golden State SBDC and other SBDCs throughout the state. This provides the FTC unequalled exposure to small businesses that may be suitable technology partners or contractors for DMEA.
