Description
REQUEST FOR INFORMATION: The Census Bureau is conducting market research to seek available sources for the following services below: This is not a Request for Proposal. DESCRIPTION OF SERVICES: Over the next calendar year, the Census Bureau will transition to a new supervisory structure during the period of January 2012 through November 2012 to manage almost 7,000 professional interviewers. The transition will be completed in January 2013. As a result, this transition will result in permanently closing six of the Census Bureau's twelve Regional Offices with a reduction of the national field workforce of approximately 115 to 130 positions. The affected workforce will be reduced through attrition, early retirements, or transfers to vacant positions at Census headquarters and other government agencies or to the private sector. The six Regional Offices that will close are located in the following metropolitan areas: Boston, Charlotte, Dallas, Detroit, Kansas City and Seattle. The six Regional Offices that will remain open are located in the following metropolitan areas: Atlanta, Chicago, Denver, Los Angeles, New York and Philadelphia. The Census Bureau's Human Resources Division, Workforce Development Branch is responsible for the coordination and management of the external support for the employees affected by the transition. In support of the affected Census employees, the Workforce Development Branch plans to explore the use of optional commercial recruiting services to assist the affected employees through their local job searches and placement and provide services including resume preparation and career counseling to make the transition a "soft landing". Through this notice, the Census Bureau seeks to identify commercial recruiters to provide independent job placement assistance to assist affected Census Bureau employees upon referral to locate and obtain future employment within the metropolitan area of the Regional Offices identified for closing. The contractor will also provide job-training services to assist with resume building, interview coaching, financial planning, career counseling and other services as needed. Companies interested in this project shall submit a capability statement that addresses the following needs: •Provide a customized outplacement program to suit the needs of the affected employees. •Implement a tracking system to monitor and track interviews and job placement activity of the affected employees. •Prepare affected employees for all phases of the hiring process including resume building, interview techniques, job search and strategies, and job placement. •Analyze employee attributes such as skill level and experience to ensure a higher level of satisfaction with position assignments, or job leads. •The contractor must have offices in close proximity to each of the regional offices and are able to duplicate the services in each area. NOTE: The Census Bureau will not issue a contract for the described services through this announcement. All respondents shall have financial resources to provide these services in-house.
