Description
The United States Environmental Protection Agency (USEPA), Office of Acquisition Management (OAM), Headquarters Procurement Operations Division (HPOD), will issue a solicitation for Pollution Prevention (P2) Support Services for the Office of Chemical Safety and Pollution Prevention (OCSPP). The solicitation will be a follow-on contract for services that are currently provided by the incumbent, Eastern Research Group, Inc. (ERG), under EPA contract EPW07017. The source sought notification for this procurement was released on November 28, 2011 through the Federal Business Opportunities (FBO) website (www.fbo.gov).The broad mission of EPA?s P2 Program (http://www.epa.gov/p2) is to prevent pollution at the source, promote the use of greener substances, and conserve natural resources, which are critical steps towards achieving a sustainable society. The program?s authority comes primarily from the 1990, Pollution Prevention Act (PPA). However, many components of the P2 Program use dual authority from the PPA and the 1976 Toxic Substances Control Act (TSCA). In addition, a series of Executive Orders, since 1993, focus on the identification and acquisition of environmentally preferable products and services for federal agencies. In 2010, the Agency finalized the P2 Program Strategic Plan 2010-2014 (EPA P2 Program Strategic Plan 2010 ) to help guide the P2 Program as it works to achieve its mission over the next five years. The goals of that plan are as follows:Goal 1: Reduce the generation of greenhouse gas emissions to mitigate climate change.Goal 2: Reduce the manufacture and use of hazardous materials to improve human and ecological health.Goal 3: Reduce the use of water and conserve other natural resources to protect ecosystems.Goal 4: Create business efficiencies that derive economic benefits and improve environmental performance.Goal 5: Institutionalize and integrate pollution prevention practices through government services, policies, and initiatives. The contractor receiving award shall furnish the necessary personnel, supplies, equipment, services and facilities to perform the tasks in the Performance Work Statement (PWS). The PWS consists of five (5) broad tasks which contribute to the goals of the Strategic Plan identified above. These tasks are: (1) Facilitate P2 adoption through technical assistance to industry, (2) Use Federal procurement to encourage source reduction, (3) Promote the integration of P2 throughout EPA?s work, (4) Develop State and Tribal P2 capacity and (5) Establish standard methods of measuring P2 results. Solicitation SOL-DC-11-00008 for Pollution Prevention Support Services will be a 100% Small Business Set - Aside and will be solicited, evaluated, and awarded in accordance with the procedures set forth in Federal Acquisition Regulation (FAR) Part 15 - Contracting by Negotiation. The EPA anticipates award of an Indefinite Delivery/Indefinite Quantity (IDIQ), Time and Materials (T&M) contract from this solicitation. The contract?s period of performance shall be for a one-year base period with four one-year option periods for a maximum contract performance period of five (5) years. This is a 100% small business set-aside under North American Industry Classification System (NAICS) code 541620 for Environmental Consulting Services with the applicable size standard of $7 million in annual receipts (or income) as defined under 13 CFR ? 121.104. It is estimated that the solicitation will be available on or about March 12, 2012 with a due date of 30 days after release of the solicitation. Detailed information for this requirement is provided through the Performance Work Statement (PWS and other associated documents which will be posted on the EPA?s website at the following address: http://www.epa.gov/oamhpod1/oppts_grp/12jg006/index.htm The purpose of the FBO announcement is to notify potential offerors of this requirement. To streamline the procurement process, and to utilize the internet and electronic communications to the maximum extent possible, the RFP, any amendments, and other related items for this procurement will be posted at the EPA website herein.
