- Justification and Approval This notice is for informational purposes only. The U.S. Department of Transportation, Office of the Secretary of Transportation, Office of Acquisition Services (OAS) will award a contract Executive Management Associates, Inc. for the purpose of six month bridge contract allowing for the Office of the Secretary of Transportation to continue to receive Financial Management Support while OAS prepares a solicitation for the Financial Management Support re-compete. A separate and distinct solicitation will be issued for a new contract within GSA E-Buy once the solicitation is completed. The justification for restricting competition is in accordance with the statutory authority of 10 U.S.C. 2304(c)(1) as implemented by Federal Acquisition Regulation FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirement. This is not a request for competitive proposals and no solicitation will be issued for this bridge contract. Within 14 days after contract award a special notice will be posted on Federal Business Opportunities (FBO) identifying the Office of Acquisition Services Justification and Approval of this sole source procurement to Executive Management Associates, Inc.
