- Engineering Research and Development Center (ERDC) Contracting Office intends to solicit on a sole source basis under the authority of FAR 6.302-1 to Vision Research Inc., 100 Dey Road, Wayne, NJ 07470 for Phantom High-Speed Cameras and accessories. This procurement is being conducted under FAR Part 15. The Geotechnical and Structures Laboratory (GSL), Structural Engineering Branch has a requirement to purchase Phantom High-Speed Cameras and Accessories from Vision Research, Inc. It has been determined that the Phantom High-Speed Cameras is the only equipment that has proven to be compatible with the ERDC instrumentation systems and reliable during dynamic tests. Existing complicated instrumentation setups used on projects are configured to operate with Phantom equipment supplied solely from Vision Research. In order to maintain consistency over years of testing, the use of similar high-speed cameras and related equipment is mandatory. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact no later than 1200 hours (12:00 noon) CST, Monday, March 12, 2012. Such capabilities/qualifications will be evaluated solely of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Oral communications are not acceptable in response to this notice. No RFP will be issued based upon this Notice of Intent. Interested parties may submit any information for consideration by the Government to Markeda.L.Mims@usace.army.mil with solicitation number referenced in the subject line.
