- NOTICE OF INTENT TO ISSUE A PURCHASE ORDER. The Centers for Disease Control and Prevention, National Personal Protective Technology Laboratory (NPPTL), Policy and Standards Development Branch (PSDB), hereby announces its intent to issue a purchase order to Richard W. Metzler, Inc. to provide consulting services on personal protective equipment (PPE) confirmity assessment programs and recommendations on respiratory protective device (RPD) occupational public health programs, standards, policies and training. BACKGROUND AND SCOPE: The Policy and Standards Development Branch (PSDB) of National Personal Protective Technology Laboratory (NPPTL) is currently engaged in personal protective equipment (PPE) conformity assessment programs and respiratory protective device (RPD) occupational public health programs, standards, policies, and training. Mr. Metzler possesses unique experience with US respiratory protection regulations, conformity assessment processes, standards, and national public health policy having served 28 years in NIOSH and MSHA in leadership positions. He is nationally and internationally recognized for his leadership in the field of occupational respiratory protection. Mr. Metzler will provide expert consultation on title 42 Code of Federal Regulations (CFR) Part 84- Respiratory Protective Devices (RPD) and new Federal regulations (e.g. OSHA, MSHA, DOT), and on development of PPE and RPD national and international consensus standards (e.g. ANSI, ASTM, ISO, NFPA). These activities aim to benefit the US workers by addressing their personal protective needs. Responsible sources that believe they possess the expertise and capabilities identified above are encouraged to submit to the Contracting Officer within 15 days from the posting date of this notice, their written item description/item characteristics and pricing information in the format they choose, not to exceed 10 pages. Please forward the item description and pricing information to Margaret L. Mooney, CDC NIOSH, 626 Cochrans Mill Road, Pittsburgh, PA 15236, Reference 2012-Q-14411. All vendors must be registered in the Central Contractor Registry (CCR) prior to an award of a federal contract. The website is: www.ccr.gov. The Government will review any/all item descriptions and pricing information submitted and determine if other qualified sources do exist that could provide this requirement. Information received in response will be used solely for the purpose of determining whether to conduct a competitive procurement. If no affirmative responses are received within 15 days, in accordance with FAR 13.106-1(b)(1), negotiations will be conducted with Richard W. Metzler, Inc., 810 Longvue Drive, Houston, PA 15342 as the only source and a purchase order will be issued without any additional notices being posted.
