Description
NASA/GSFC has a requirement for two (2) prototype ground station hardware receiversthat consist of two (2) part #DN9000k10PCIe-8T with two (2) part # DNSODM200_SSRAM andtwo (2 ) part #DNMEG_V5T modules. This system is needed to reproduce an exact replica(hardware and software) of the system used by the Massachusetts Institute ofTechnology/Lincoln Laboratory (MIT/LL) design for NASAs Laser Communications RelayDemonstration (LCRD) program. The systems will contain the ground modem design for boththe Pulse Position Modulation (PPM) and Differential Phase-Shift Keying (DPSK) modemdesigns.NASA/GSFC intends to purchase the systems from The Dini Group of La Jolla, California.NASA GSFC Mission Engineering and Systems Analysis Division performed a study on productsfrom several companies including the Virtex 5 from The Dini Group. Systems from theother companies either were not available in a single development kit or had to bemodified in order to meet the MIT/LL system requirements. Therefore, it was determinedthat Dini Groups Virtex 5 is a unique supply available from only one supplier (The DiniGroup).The Government intends to acquire a commercial item using FAR Part 12 and the SimplifiedAcquisition Procedures set forth in FAR Part 13. An ombudsman has been appointed to hear and facilitate the resolution of concerns fromofferors, potential offerors, and contractors during the preaward and postaward phases ofthis acquisition. When requested, the ombudsman will maintain strict confidentiality asto the source of the concern. The existence of the ombudsman is not to diminish theauthority of the contracting officer, the Source Evaluation Board, or the selectionofficial. Further, the ombudsman does not participate in the evaluation of proposals, thesource selection process, or the adjudication of formal contract disputes. Therefore,before consulting with an ombudsman, interested parties must first address theirconcerns, issues, disagreements, and/or recommendations to the contracting officer forresolution.If resolution cannot be made by the contracting officer, interested parties may contactthe installation ombudsman, the current list of Center Ombudsmen is available athttp://prod.nais.nasa.gov/pub/pub_library/Omb.html. Concerns, issues,disagreements, and recommendations which cannot be resolved at the installation may bereferred to the NASA ombudsman, the Director of the Contract Management Division, at301-286-5867, facsimile 301-286-1714, e-mail nancy.a.abell@nasa.gov.
