In accordance with Federal Acquisition Regulation 5.202(a)(2), an unusual and compelling urgency prevented the issuance of a synopsis/solicitation for this requirement. This was due to a costly work stoppage caused by an odor problems in the current breathing air system that resulted in health and safety problems.
