- Justification For Other Than Full and Open Competition The U. S. Government Accountability Office (GAO) hereby provides notification that it intends to award a sole source contract to Dr. Jack Melling in accordance with the Federal Acquisition Regulation 6.302-1, only one responsible source will satisfy our agency requirements. The scope of the contract includes pr oviding technical assistance to any GAO teams working on issues involving biological agents, such as Bacillus anthracis ; vaccines; biosafety and compliance inspections of high-containment labs; validation of Bacillus anthracis detection methods used in epidemiological and forensic investigations; scientific approaches used in detecting intentionally released Bacillus anthracis spores; and scientific gaps affecting such methods and approaches. This contract is contingent upon the appropriation and availability of funds. The proposed contract action is for services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302-1. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within thirty days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
