Description
The Environmental Protection Agency (EPA), Office of Water, Office of Ground Water and Drinking Water (OGWDW), Standards and Risk Management Division (SRMD), Technical Support Center (TSC) requires contract laboratory support for analytical microbiology services in conjunction with the implementation of the third cycle of the Unregulated Contaminant Monitoring Regulation (UCMR 3). UCMR 3 was proposed March 3, 2011 and is expected to be promulgated as a final regulatory action in early 2012. The EPA is seeking contractor laboratories to conduct the analysis of water samples using all of the following methods: (1) EPA Method 1615v1.1; (2) SM9223/Colilert; (3) Enterolert/ASTM D6503-99; (4) EPA Method 1602; and (5) SM 9218. Any laboratory interested in these microbial contaminant analytical services will first be evaluated for capability based on the technical evaluation criteria. Those laboratories that are deemed acceptable must then participate in a performance testing (PT) study for Method 1615v1.1. Only laboratories that meet PT criteria will be considered for contract award. The PT study for EPA Method 1615v1.1 is expected to begin in June 2012. Laboratories that participate in the PT study should be ready with the required cell line and tissue culture reagents as required in the method. EPA Method 1615v1.1 is available at: http://www.epa.gov/nerlcwww/Method1615v1_1.pdf. A draft Performance Work Statement (PWS) can be obtained from the OAM website, htt p://www.epa.gov/oam/cinn_cmd/. The PWS is not final in nature but reflects EPA?s intention at this time. The Government anticipates award of indefinite delivery/indefinite quantity (ID/IQ) multiple award firm fixed price task order contracts with an ordering period of 5 years. The EPA intends to award between 6 and 10 contracts using full and open competition, with 3 contract awards reserved for small businesses. The applicable NAICS code is 541380 with a size standard of $12 million. It is anticipated that the solicitation will be available no earlier than March 26, 2012, on the EPA website. Interested parties are expected to download the solicitation and any subsequent amendments from the website and to monitor the status of the solicitation. It is the responsibility of each offeror to monitor the EPA website for changes or updates. No hard copies will be available. All responsible sources may submit a proposal which will be considered by the agency. Contract award will be made in ac cordance with FAR Part 15, Contracting by Negotiation.
