- The Naval Surface Warfare Center Carderock Division (NSWCCD) Philadelphia, PA intends to negotiate a new three year firm fixed price contract with IHS Global, Inc. located in Englewood, CO to procure a one site, on-line subscription for access to Government and Commercial Specifications and Standards. It is intended to negotiate this requirement on a sole source basis pursuant to 10 USC Code 2304 (c)(1) and FAR 6.302-1 “ Only one responsible source and no other supplies or services will satisfy agency requirements. The applicable NAICS Code is 519190. Interested parties may communicate their interest and capability to this requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received by 21 March 2012 will be considered by the Government. A determination by the Government not to compete this proposed contract among responses to this notice is solely within the discretion of the Government. Written requests can be submitted to the Naval Surface Warfare Center Carderock Division Philadelphia Office, 5001 South Broad Street, Philadelphia, Pa 19112-1403, Attn: Carolyn McCloskey, Code 4310. The solicitation will be released on or about 21 March 2012 and will close thirty (30) days thereafter. The authority permitting other than full and open competition is 10 USC 2304(c)(1) and FAR 6.302-1.
