Please see the following: SOL-CI-12-00034 RADIOACTIVE WASTE DISPOSAL QUESTIONS AND ANSWERS Question 1: The RFQ mentioned a pricing schedule, and It lists estimated annual usage. Are we supposed to provide pricing based on that section? Answer 1: Please provide pricing based on the Section D of the PWS. Question/Comment 2: My group is the Brokerage, and we pick up and transport less-than-load quantities of waste for disposal. We can provide packaging services, but we usually have a description of the waste, including isotopic information. The RFQ mentioned dismantling equipment, and demolition waste, and providing waste characterization, etc. We can provide these services, but from the RFQ I cannot tell if this is just a Brokerage job or if it is a D&D job that would involve our Field Services group. Answer 2: D&D (Demolition and Decommissioning Services) are not necessary or included as part of the scope of work. Dismantling of equipment would be as needed to facilitate shipping preparation or to prepare materials already removed from the facility for final disposal. Demolition waste handling would only be after the demolition process. Waste characterization would also be limited to determination of proper disposal. A majority of waste would be characterized and would only require pickup, and disposal. Packaging may be completed prior to pickup from containers supplied by the vendor or by the vendor upon arrival and would be determined prior to scheduled waste pickup.Question 3: There is no indication as to the radionuclides involved or the activities. It is likely that no contractor can adequately respond as there is currently no disposal option for radioactive sealed sources originating in your state.Answer 3: Shipment frequency will vary depending on work between monthly to annually. Estimate 2 to 4 shipments a year total. Answer 5: If you are in a teaming arrangement, the ?team? will be looked upon as one entity. You will want to provide a copy of your teaming agreement. Please note that the requirement states that "The contractor must be appropriately licensed and/or permitted to perform the work described in this Statement of Work."Question 6:1. Is this a new requirement?2. Who is the current contractor performing these services?3. What is the amount of the previous contract?4. Has the scope increased or decreased? Answer 6: 1. A BPA did exist prior to this, but expired in January of 2011. It was EP-C-08-000052.2. No current contractor has this requirement.3. I do not have exact figures, but costs per year were estimated in the prior contract as $15,875. In the last two years, we spent less than $3000 each year.4. Scope has remained the same with fluctuations in waste generation based upon decommissioning work within the facility. Question 7: To handle radioactive waste disposal material, is there requirement to use hydrogen gas detector? If it used nuclear fuel, and if it will be packed in metal container, it need to be zero-leak tight, and check if there is no leak point by sensitive hydrogen specific detector.Answer 7: There will be no nuclear fuel shipments, and no hydrogen detectors are required. BACKGROUNDThe U.S. Environmental Protection Agency utilizes radioactive materials in its operations and experiments. There are three facilities located in the Cincinnati Metropolitan area that periodic proper disposal of radioactive and radioactive/hazardous mixed waste is needed. The three facilities are:1)Andrew W. Breidenbach Environmental Research Center located at 26 W. Martin Luther King Drive, Cincinnati OH 452682)Test and Evaluation Facility located at 1600 Gest Street, Cincinnnati OH 452043)Center Hill Laboratory located at 5995 Center Hill Drive, Cincinnati OH 45224 B. SCOPE OF WORK The contractor shall provide EPA with all necessary labor, supervision, supplies, equipment, and materials necessary to remove, dismantle, prepare for packaging, package, load, transport, and dispose of radioactive waste including contaminated equipment/items, etc. The contractor must be appropriately licensed and/or permitted to perform the work described in this Statement of Work. The contractor must be an established and recognized provider of the same services with adequate capacity and personnel to perform the work. The contractor, its agents, employees, and all subcontractors must have a satisfactory record of performance and be in compliance in all respects with all applicable Federal, State, and Local rules and regulations concerning the handling, treatment, storage, and disposal of radioactive and radioactive/hazardous mixed wastes. References from past customers shall be made available upon request. The contractor shall also obtain and/or assist the waste generating facility in obtaining, when required by law, all permits, and other forms of documentation required in order to comply with the laws and regulations of any state, county, township, or municipal subdivision thereof or other governmental agency which may be applicable to the removal, transportation and subsequent disposal of the radioactive waste or contaminated equipment/items. In addition, the contractor shall satisfy any disposal facility access requirements, including fees, etc. C. TASKS 1. Classification, Identification and Labeling of Waste All radioactive waste or contaminated equipment/items, etc shall be appropriately classified, marked, labeled, manifested, and described, etc. for off-site disposal as required by all applicable regulations (i.e., Nuclear Regulatory Commission (NRC), Department of Transportation (DOT), etc.) and as appropriate for transportation and disposal. The contractor shall prepare and package all radioactive waste, including contaminated equipment/items, etc., at the site of origin. The contractor shall prepare unit packages for transportation and subsequent disposal by contractor or other licensed treatment/disposal facility or site. 2. Pick-Up The contractor shall schedule the exact date with the Project Officer for removal of the radioactive waste at the time a delivery order is placed. The waste, including contaminated equipment/items, etc., shall be picked up in a timely manner to ensure that EPA does not exceed any regulatory deadlines for disposal. Pick-up is contingent upon EPA receiving all applicable permits, payment of fees, etc. The contractor shall not remove any waste prior to EPA obtaining these permits, payment of fees, etc. The contractor shall perform packaging and those operations incident to packaging waste and removal at the time of pick-up. 3. Safety At a minimum, contractor personnel and equipment shall meet all safety requirements set forth in applicable Federal, State, and Local laws and regulations. The contractor shall perform the work in a safe manner in accordance with 10 CFR 20 and 29 CFR 1910 and any other applicable licenses, laws or regulations and ensure that all workers are properly trained as required by any applicable licenses, laws or regulations. The contractor shall ensure that all personnel involved in handling and packaging waste have been trained and certified by an accredited training organization for the level of expertise required for the proper performance of each task. At a minimum, all personnel shall have Hazard Communication and Radiation Safety Training with emphasis on radiation, health and physical hazards, general first aid procedures and spill cleanup. The contractor shall certify, in writing, that each person has been fully trained in applicable areas appropriate for the task they are pe rforming. The contractor shall provide the training certificate(s) prior to arrival for all individuals sent to a site to begin work. The contractor shall provide protective equipment to all personnel involved in this work and handling of the radioactive waste including contaminated equipment/items, etc. and shall ensure that the protective equipment is fully adequate to protect against each specific hazard that is included in the manifest for the delivery order. The contractor shall manage and have procedures /provisions to handle emergencies, accidents, spill s, etc. incident to this work as required by law. Upon contractor's arrival at the designated EPA facility, the Project Officer will provide additional site-specific instructions. 4. Packaging The contractor shall provide all necessary packaging materials, drums, pails, cartons, poly liners, personnel, supervision, equipment, clothing, and required materials to remove, dismantle, package, mark, label, and load the radioactive waste or contaminated equipment for transport. When repackaging or further treatment is necessary, the contractor shall be responsible for disposal of containers. Packaging shall be in accordance with all applicable regulations. 5. Testing The Contractor shall survey all radioactive waste packages and shipments with the appropriate quantitative measuring device(s), and quantities of radionuclides shall be specified for each unit package in written and attached documentation. The Contractor shall perform all necessary analytical analyses (i.e., provide all labor, collection, pick-up, transport, shipment of samples and assay services, etc.) of radioactive waste or contaminated equipment/items in order to accomplish identification, labeling, treatment, storage and/or disposal safely and in compliance with all applicable regulations and requirements of disposal facilities. 6. Transportation The contractor shall utilize carriers which are licensed and/or permitted by NRC or an Agreement State or other appropriate agency to carry radioactive materials. The contractor shall provide the EPA Project Officer with the NRC or Agreement State License of the carrier. Transportation of all radioactive waste or contaminated equipment/items shall be accomplished in accordance with all applicable rules and regulations and shall be with accompanying shipment manifest, certifications, land disposal restriction documents and all other shipping documentation as required by applicable regulations (i.e., DOT; 49 CFR and NRC; 10 CFR). 7. Disposal The contractor shall dispose of waste as prescribed by applicable regulations for the type of radioactive waste or contaminated equipment/items as appropriate. The contractor shall secure written documentation from the disposal facility or site to demonstrate that delivery and disposal of the waste has occurred. This documentation shall be submitted to the Project Officer in accordance with all applicable rules and regulations for radioactive and/or hazardous waste management and shall be no later than 30 days from the date of final destruction or disposal of the radioactive waste. 8. Treatment, Storage and Disposal Facilities or Sites Radioactive waste requiring burial shall be shipped for environmentally safe burial at an appropriately licensed and permitted facility with a satisfactory record of performance and compliance. For radioactive waste that may be safely incinerated, the contractor shall incinerate this waste only at a fully licensed or permitted Treatment, Storage and Disposal (TSD) facility. TheContractor shall provide a copy of the NRC or Agreement State License of that facility to the EPAProject Officer. The incinerator ash shall be assayed and subsequently disposed of through environmentally safe burial. Other appropriate disposal methods may be considered with prior approval of the EPA Project Officer. 9. Spills, Emergencies, Accidents, etc. The contractor shall have written policies/procedures as required by all applicable Federal, State, and Local laws and regulations. The contractor shall procure and maintain adequate liability insurance coverage (minimum $1,000,000) to assure that it can undertake correction of any environmental damage resulting from any action involving radiological waste handled, transported, or disposed of. 10. Inspections The contractor' s site shall be open to regular and routine inspection by NRC and other Government officials and the EPA contracting officer or project officer for the contract. D. ESTIMATED ANNUAL USAGE EPA estimates that it will issue between two and six delivery orders per year. The delivery orders may include sealed sources, Dry Solids, Bulk Liquids, Scintillation Fluids (Vials), Biological Materials, and Mixed Wastes as estimated below per year: ?100 lbs. Dry Solid Wastes (Burial)?100 lbs. Materials are estimated to include: ?500 lbs of Asbestos containing material (ACM) (transite panels, floor tiles, and asbestos containing countertops) ?2000 to 8000 lbs of surface contaminated building materials (Drywall, Concrete, steel and copper piping)
