Description
The General Services Administration is requesting proposals from electric generation suppliers to provide electric power supply to Federal accounts in Maryland, Delaware and possibly other PJM areas. Most of the electric requirement is behind the Baltimore Gas and Electric Company (BGE). The Government has divided its electric requirement into three (3) pricing groups. One group will be an indexed priced group with the potential for block purchases and there are two (2) fixed price pricing groups. The index group will have a term of five (5) years and the fixed price group will have a term of thirty-six (36) months. The successful offeror will supply all electricity components for the respective pricing groups. The successful offeror will be required to purchase the SRECs produced from a 1.116 MW solar array located at a site included in the indexed priced group (see solicitation for details). Deliveries will begin with the June 2012 meter read date for all accounts unless otherwise specified. A six (6) month extension period is included in the contract. The approximate total annual electric requirement is 188,000 MWhs for the index group and approximately 70,000 MWhs for the fixed price groups. The price offered will apply to all accounts in the solicitation and that price will remain fixed for the contract term. Capacity and transmission will be treated as pass-through pricing items. This procurement is being conducted on an unrestricted basis. The procurement method will be a competitive negotiated Request for Proposal (RFP) conducted in accordance with Part 12 (Commercial Item) of the FAR. This announcement constitutes the presolicitation notice and the synopsis. The Government intends to award a contract to the offeror that offers the lowest evaluated price and meets the solicitation's technical requirements. Supplier technical responses to the solicitation are due no later than 2:00 p.m. on March 27, 2012 via email to the Contracting Officer (see solicitation instructions). Pricing will be submitted in accordance with the solicitation on April 3, 2012 via email to the contracting officer (see solicitation instructions).
