Description
NASA/SSC has a requirement for the extension of Facility Operating Services (FOS)to the Area 9 Complex, on site at Stennis Space Center (SSC), MS, formerly known asMississippi Army Ammunition Plant (MSAAP). FOS anticipated scope of work for Area 9includes: 1.) Management, labor, facilities, materials, and equipment necessary toprovide facility operating services for: engineering services; institutional services;facilities maintenance and operations; safety and mission assurance; environmentalservices; occupational health; logistics and maintenance; and administrative services.This includes a full range of management duties, including project management,configuration management, planning, scheduling, work control, report preparation, safetyand quality control; and 2.) Resolution of unusual and emergency situations, such as:hurricane preparation and recovery support; fire fighting support from constructionactivities; and recovery from tornadoes, any one of which may occur from time to timethroughout the period of performance. NASA/SSC intends to award the facility operating services on a sole source basis inaccordance with FAR 6.302-1, 'Only One Responsible Source and No Other Supplies orServices Will Satisfy Agency Requirements,' to SSC FOS Contract (NNS07AB21C) with JacobsTechnology, Inc. (JTI) for the period of August 28, 2012 - August 27, 2017. Jacobs Technology, Inc. is presently providing all required facility operating servicesfor NASA SSC and all of NASA's tenants under contract # NNS07AB21C; this contract wasawarded from a full and open competition in 2007. NASA has a need to secure a permanentFOS contractor for Area 9 to provide uninterrupted services to the existing operations.It has been determined to be in the best interest of the government to modify NASA SSC'sexisting FOS contract with Jacobs Technology, Inc. for these services to this area forthe remainder of the contract. NASA awarded these services previously via modification#277 to JTI on June 1, 2011 as a bridge in order to determine if future competition forthis requirement would be feasible. A determination made by the Contracting Officerdetermined that other avenues of accomplishing this procurement are not in the bestinterest of the Government due to duplication of efforts already being performed by JTIthroughout the site.Interested organizations may submit their capabilities and qualifications to perform thiseffort in writing to NASA-John C. Stennis Space Center, Office of Procurement, Attn:Adrianne Peyton, Stennis Space Center, MS 39529-6000, via hard copy or email(adrianne.peyton@nasa.gov) not later than 4:00 p.m. (CST) on March 21, 2012. Suchcapabilities and qualifications will be evaluated solely for the purpose of determiningwhether or not to conduct this procurement on a competitive basis. A determination by theGovernment not to compete this proposed effort on a full and open competition basis,based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. The anticipated release date of this Request For Proposal is on or about April 2, 2012with responses due NLT 4:00 pm (CST) on May 2, 2012. NASA Clause 1852.215-84, Ombudsman, is applicable.
